Archived - Consultation on Strengthening Canada’s Anti-Money Laundering and Anti-Terrorist Financing Regime

Budget 2023 announced that, in keeping with the requirements of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA), the federal government will launch a parliamentary review of the Act this year.
To support this review, the Government of Canada held a public consultation that examined ways to improve Canada’s Anti-Money Laundering and Anti-Terrorist Financing (AML/ATF) Regime, and provided Canadians with the opportunity to provide their input.
The consultation ran from June 6, 2023, to August 1, 2023. Thank you to everyone who participated.
Key questions for consideration
This consultation sought feedback on potential policy measures to improve Canada’s AML/ATF Regime, including measures to:
- Enhance operational results regarding detection and disruption of money laundering and terrorist financing activities;
- Address risks and vulnerabilities, such as those posed by new financial technologies, as well as those related to national and economic security;
- Strengthen and modernize the AML/ATF legislative and regulatory framework;
- Uphold Canada’s international commitments to implement measures against money laundering and terrorist financing; and,
- Respond to findings of domestic reviews, such as the Commission of Inquiry into Money Laundering in British Columbia (also known as the Cullen Commission).
What’s next?
Informed by these consultations, the government will bring forward further measures to fight money laundering and terrorist financing.
While this formal consultation has now concluded, Canadians are welcome to share their ideas and comments with the Department of Finance at any time.
