Department of Finance Consultation on Official Development Assistance, 2025

The consultation on Official Development Assistance disbursements provided stakeholders with an opportunity to comment on whether the Department’s current international assistance payments meet the criteria stated under the Official Development Assistance Accountability Act. The consultation period ran from January 27 to March 7, 2025. Thank you to everyone who participated.
Key questions for consideration
This consultation sought feedback on the following three questions:
- Do the Department’s Official Development Assistance payments to the World Bank Group’s International Development Association, the Multilateral Debt Relief Initiative, the European Bank for Reconstruction and Development, the International Monetary Fund, as well as the Department’s bilateral financial assistance to Ukraine, satisfy the criteria concerning poverty reduction, perspectives of the poor, and international human rights, as set out in the Official Development Assistance Accountability Act?
- Does the Report to Parliament on the Government of Canada’s International Assistance 2022-2023 help to improve transparency on international assistance? What changes could be made?
- In addition to the report to parliament, what other steps could the government take to improve reporting against the Bretton Woods and Related Agreements Act and the European Bank for Reconstruction and Development Agreement Act?
We also invited participants to submit any additional comments or feedback relevant to the scope of this consultation.
What’s next?
A consultation report is being prepared and will be provided to the Minister of Finance. Your input will be considered alongside the research our economists have been doing to improve the effectiveness of the Department of Finance’s international assistance contributions.
While this formal consultation has now concluded, Canadians are welcome to share their ideas and comments with the Department of Finance at any time.
