Section 1 - Issue and Computation of Financial Benefits

203.04 - OVERPAYMENTS
(1) It is the duty of every officer or non-commissioned member to be acquainted with the rates of pay, allowances and other financial benefits and reimbursable expenses to which that officer or non-commissioned member may be entitled, and the conditions governing their issue.
(2) If an officer or non-commissioned member accepts a payment in excess of the entitlement due, the officer or non-commissioned member shall report and refund the amount of the overpayment to the accounting officer of the base or other unit or element where the officer or non-commissioned member is present.
(3) Refund of the amount of an overpayment shall normally be made by an officer or non-commissioned member in either one lump sum or by monthly deductions in the pay account in amounts not less than the monthly rate at which the overpayment was made. In exceptional circumstances, the Chief of the Defence Staff may extend the period of recovery and authorize a lesser rate of repayment.

203.05 - DELAY IN SUBMISSION OF CLAIMS
(1) Any sum of money payable under the QR&O or CBI that is not claimed within a period of twelve months after the date on which it might have been claimed is forfeited, except when (1 September 2001)
- the circumstances disclose sufficient reason for the delay in submitting the claim; and
- the payment is approved by the Chief of the Defence Staff.
(2) The provisions of paragraph (1) do not apply to any unpaid balance of pay and allowances remaining in the pay account of an officer or non-commissioned member.

203.06 - COMPUTATION OF ENTITLEMENTS AND FORFEITURES ON A DAILY OR MONTHLY BASIS - REGULAR FORCE AND RESERVE FORCE ON CLASS "C" RESERVE SERVICE
(1) Subject to the remainder of this article, for the purpose of computing entitlements to and forfeitures of pay, allowances and other financial benefits:
- where a monthly rate is prescribed, the daily rate shall be one-thirtieth of the monthly rate; and
- where an annual rate is prescribed, the monthly rate shall be one-twelfth of the annual rate and the daily rate shall be one-thirtieth of the monthly rate so determined.
(2) Entitlement to pay and allowances for any calendar month may not exceed the prescribed monthly rate of such pay and allowances and:
- except on enrolment, does not commence on the 31st day of a month; and
- shall be computed as if each month had 30 days.
(3) Forfeitures of pay and allowances during any calendar month may not exceed the prescribed monthly rate of such pay and allowances and:
- shall be computed as if each month had 30 days; and
- shall not be imposed in respect of the last day of a 31 day month unless the forfeiture commences on that day.

203.065 - COMPUTATION OF ENTITLEMENTS, FORFEITURES AND FINES - RESERVE FORCE - OTHER THAN CLASS "C" RESERVE SERVICE
(1) Subject to CBI 204.55 (Premium in Lieu of Leave - Reserve Force), an officer or non-commissioned member who is on other than Class "C" Reserve Service is entitled to pay for each day of that service. (1 September 2001)
(2) Entitlement to allowances for any calendar month may not exceed the prescribed monthly rate of such allowances and, subject to paragraph (3), shall be computed as if each month had 30 days.
(3) An officer or non-commissioned member who is not on Class "C" Reserve Service and who commences a period of Reserve Service on other than the first day of a 31 day month and is on such service on the 31st day of that month, is entitled to allowances for the 31st day.
(4) Except as prescribed in paragraph (5), where an officer or non-commissioned member on other than Class "C" Reserve Service is subject to a forfeiture of pay and allowances:
- pay shall be forfeited for each day of the period of forfeiture; and
- forfeiture of allowances during any calendar month may not exceed the prescribed monthly rate of such allowances and
- shall be computed as if each month had 30 days, and
- shall not be imposed in respect of the last day of a 31 day month unless the forfeiture commences on that day.
(5) An officer or non-commissioned member who commences other than Class "C" Reserve Service on other than the first day of a 31 day month and who is subject to a forfeiture in respect of a period that includes the 31st day of that month, shall forfeit allowances for the 31st day.
(6) For the purpose of computing the amount of a fine that may be imposed, the monthly rate of pay of an officer or non-commissioned member of the Reserve Force on other than Class "C" Reserve Service is 30 times the rate of pay prescribed for a period of duty or training of six hours or more for the member's rank, incentive pay category and, if applicable, pay level and trade group, in the appropriate table to CBI 204.52 (Pay - Officers - Other than Officers on Performance Pay) or in the table to CBI 204.53 (Pay - Non-commissioned Members), or 30 times the member's basic pay for an officer who is paid under CBI 204.5205 (Pay - Officers - On Performance Pay). Section 2 - Special Ranks and Categories
203.20 - OFFICERS - REGULAR FORCE LIMITATION OF PAYMENTS
(1) This article applies to an officer of the Regular Force who is enrolled in an authorized full-time academic plan or program that provides for subsidization by the Canadian Forces.
(2) Notwithstanding any other regulation, order or instruction, an officer to whom this article applies is subject to a forfeiture of his pay and allowances, and other financial benefits, for any period during which he is repeating an academic year for other than medical or service reasons as approved by the Minister.
(3) The Minister, in respect of an officer of the Regular Force to whom this article applies, may:
- limit the officer's entitlement to pay and allowances or other financial benefits to which he would otherwise be entitled during any period in which the officer fails, in the opinion of the Minister, to show satisfactory academic progress; and
- reinstate the entitlement to pay and allowances or other financial benefits that the Minister has limited under subparagraph (a) of this paragraph, either retroactively to the date from which the limitation was imposed or from any later date determined by the Minister when, in his opinion, the academic progress of the officer again becomes satisfactory.

203.22 - TRANSPORTATION ON BEHALF OF THE BRITISH ARMED FORCES
(1) At the request of an authority of the Ministry of Defence, transportation in Canada may be arranged for an officer or non-commissioned member of the British Armed Forces.
(2) Requests for transportation for an officer or non-commissioned member of the British Armed Forces shall be forwarded to National Defence Headquarters for action.
(3) The cost of transportation provided under this article shall be recovered from the Ministry of Defence by National Defence Headquarters.
