This chart lists the types and number of reported harmful and inappropriate sexual behaviour incidents. Inappropriate sexual behaviour, is at the top of the list with 231 reports. Sexual assault accounts for 111 and sexual harassment 51 reports. There were seven reported indecent exposure incidents, six reports of child pornography, four reports of voyeurism, four reports of abuse of authority, two reports of sexual interference and two reports of sexual exploitation.

Type of HISB: 231 incidents of the inappropriate sexualized behaviour have been further characterised as:

  • 51 – frequent use of belittling or sexual language
  • 22 – frequent use of sexual jokes
  • 18 – visual display of sexually explicit materials
  • 16 – pressuring for sexual activity
  • 2 – inappropriate touching
  • 1 – inappropriate use of social media
  • 121 - “Other” – behaviours that fall within an Operation HONOUR nexus, not otherwise identified on the provided list of behaviours or offences (leering, sexually suggestive gestures, etc.

Type of sexual assault: 111 reports to the chain of command have been further identified as:

  • 44 – unwanted sexual touching
  • 15 – sexual assault using violence or threats thereof
  • 13 – sexual activity unable to consent
  • 39 – other - typically includes incidents where more than one type of inappropriate behavior or offence occurred.

This chart details 99 administrative actions taken across 94 incidents of sexual misconduct in fiscal year 2017-2018.

Recorded warnings were most common administrative action and account for 26 actions taken, while initial counselling accounted for 13, and counselling and probation accounted for ten. The administrative actions for the remaining ten types were as follows: there was a note to file type for eight; six were removed from contact; six were repatriated accounted for; removed from training accounted for five; the type entitled other accounted for four; the type was not specified in three actions; anther three were returned to unit; and two involved remedial measures. The final three types, progress review board, civilian contract terminated and foreign military member repatriated, each accounted for one.

Note: In this chart, the category “other” includes cases where the respondent is no longer a member of the Canadian Armed Forces, insufficient information for an investigation, or a substantive action taken that was not technically a remedial measure or charge.
