“Something doesn’t look right?” Report suspected fraud if you see it!

March is Fraud Prevention Month in Canada. As a member of the Defence Team, this is an excellent opportunity to become aware of what fraud is, your duty to report it, and what to do if "something doesn't look right."
What is fraud? In simple terms, fraud is when an intentional act of deception is used by an individual or group to gain an unjust or illegal advantage. Oftentimes, but not always, this involves a financial incentive. Internal fraud may be committed by a Defence Team member or a third party dealing with the Defence Team.
Is it my duty to report fraud? If you witness fraud or believe that fraud is being committed in the workplace, it is your ethical duty as a public servant—and a legal requirement for CAF Officers and non-commissioned members—to report it.
All Defence Team members can report fraud to:
- Chain of Command;
- Military Police;
- Internal Disclosure Office (accessible only on the National Defence network); and
- Government of Canada federal contracting tip line.
Any act of fraud ultimately lowers the integrity of the Defence Team, directly affecting all those who rely on our organization to deliver our mandate through the ethical and responsible use of public resources. Your tip may shine a light on illegal fraudulent activity.
Am I protected from reprisal? Whether the suspected person is your peer, your supervisor, or your Commanding Officer, the CAF Disclosure Process (CAF DP) for CAF members and the Public Servant Disclosure Protection Act (PSDPA) for DND employees are designed to safeguard your identify and to protect you from reprisal.
Where can I learn more? The Assistant Deputy Minister (Review Services) Fraud Risk Management Program is designated under DAOD 7025 to help the Defence Team improve anti-fraud controls; become well-informed about fraud risk; and prevent, detect, and manage fraud.
