Workplace Harassment and Violence Prevention: Updates and reminders

The Workplace Harassment and Violence Prevention (WHVP) program continues to support respectful, healthy, and inclusive workplaces across the Defence Team. To strengthen prevention efforts and provide greater clarity on reporting processes, several updates have been made to the program’s policies and procedures.
Key Updates
- Updated WHVP Policy Manual: The updated WHVP Policy Manual has been revised to provide clearer guidance on reporting processes, expected workplace behaviours and privacy and confidentiality requirements.
- Updated WHVP Assessment Guide: The guide has been simplified and includes clearer direction on identifying workplace harassment and violence risk factors, assessing workplace risks and implementing measures to address and prevent risks.
- Revised Reporting Process: Defence Team members are strongly encouraged to contact Conflict and Complaint Management Services (CCMS) before submitting a formal report. CCMS can help individuals:
- Understand the options available to them
- Identify the most appropriate reporting mechanisms
- Access support services and conflict resolution resources
Important Reminders
Prevention Remains the Priority
Prevention is the foundation of the WHVP program. All Defence Team members must complete mandatory WHVP training offered through the Canada School of Public Service (CSPS). Additional training is currently being developed for the Defence Learning Network (DLN).
Reporting an Incident
After consulting CCMS, individuals who believe an incident meets the definition of workplace harassment and violence may submit a report verbally or in writing to:
- Their chain of command or manager, or
- The WHVP Designated Recipient
A report must include:
- The name of the principal party and the responding party (if known);
- The date of the occurrence; and
- A detailed description of the incident(s) called occurrence(s).

Resources and Support
Defence Team members can access support and guidance from:
- Conflict and Complaint Management Services (CCMS) for advice, complaint mechanisms or alternative dispute resolution (ADR) services;
- The WHVP Centre of Expertise for information on policies, procedures, and training;
- Managers and chains of command who receive notices of occurrence; and
- The Designated Recipient, who can receive reports by email or secure voicemail at 1-833-451-1604.
