2. Overview

3. Evaluation
A. Relevance (60% of total score)
Part 1 - Policy Challenges

- In the box below, please describe how your Network aligns with and plans to address the MINDS Policy Challenge(s) outlined above and will enhance collaboration between Department of National Defence and the Canadian Armed Forces (DND/CAF) and the external expert community (maximum 5050 characters).
Part 2 - Next Generation
- Describe how you will foster the next generation of experts, as well as engage and incorporate new/young voices into the Network (this includes students, youth, and/or new defence and security experts) (maximum 1750 characters).
Part 3 - Communications
- Describe how you intend to engage and communicate your Network’s research to the Defence Team and the defence and security community (please also include any contacts you may already have in the Department) (maximum 1750 characters).
- Describe how you intend to contribute to Canadians’ understanding of defence and security issues and communicating your Network’s research to the public (maximum 1750 characters).
B. Diversity (20% of total score)
Part 1 - Describe how your network will include Gender-Based Analysis Plus (GBA+) into its design and delivery and how GBA+ will be used to achieve the network’s objectives, including methods used to reduce unintended bias and how the network aligns with federal objectives related to GBA+Footnote 1. For more information and support to complete this section, please consult Annex A in the Collaborative Network Application Guide (maximum 3425 characters).
Part 2 - Describe how you will incorporate different disciplines and perspectives to achieve a multi-disciplinary Network. Please include examples of disciplines/backgrounds that will be represented in your Network (maximum 1750 characters).
C. Innovation and technology (20% of total score)
Part 1 - Describe how the Network will demonstrate innovation and creativity in (maximum 1750 characters):
- the way it will address selected MINDS Policy Challenge(s) outlined in Section 1, above; or
- in developing interactions with the external expert community, Defence Team, broader defence and security community, and/or Canadian public.
Part 2 - Describe how the Network will use technology to deliver on the policy challenges and increase cooperation between members separated by geography (data analytics, podcasts, website, social media, video, etc.) (maximum 1750 characters).
4. Financial information
It is mandatory to submit a proposed budget with this application. Please see Application Guide for more information on eligible expenditures and below for a budget template which you may wish to follow. You may use a separate Word or Excel document and include it with your application submission. Filure to provide a detailed budget consistent with the Treasury Board of Canada guidelines (see note below) may result in application rejection.
A. Governance – Describe how the Network Director or Co-Directors will manage disbursements, ensure accountability, and alignment with eligible expenditures (maximum 1400 characters).
B. Other Funding – Indicate if you have applied for or are received funding from any other sources for the Network. If yes, indicate the other sources and potential sources of funding and status of your application(s) (maximum 350 characters).
Read this carefully
Eligible expenditures include: research costs (subscriptions, travel and accommodation, etc.); conference/seminar costs (room rental, audiovisual rental, interpretation, materials, travel and accommodation); non-administrative salary costs (research assistants); publications (provided proper credit is given); translation costs; administrative/support salary costs, including benefits; advertising/promotional material for funded activities; institutional overhead (up to 10% of overall budget) and, licensing and other fees.
MINDS accords higher importance to costs that directly support the generation of ideas. As a publicly funded program, applicants are encouraged to carefully assess the amount and relative ratio of funding allocated to hospitality. MINDS will only fund hospitality costs - including per diems, hotel expenses and meals - up to the maximum allowed under the Government of Canada guidelines provided by the National Joint Council.
Funding cannot be used to offset expenses related to insurance, interest charges, professional services (including audits), utilities, amortization, rent, office overhead (including stationery costs), capital assets, honoraria, prizes/rewards/accolades, to purchase alcohol, or for purposes other than those stated in the proposal.
C. Budget - Provide the overall financial breakdown for the Network by category of expenditure, including all sources of revenue and all expenditures. Below is an example template you may modify to reflect your Network’s expenses.

5. Important information & signature
- Please read the Application Guide and all information below, including and the Privacy Notice Statement before signing your application form. Electronic signatures are acceptable.
- You will receive an acknowledgement email from MINDS upon receipt of your application. Results will also be communicated via email.
- If successful, you will be advised via email of the next steps. MINDS will use a Contribution Agreement to govern the distribution of funds to successful applicants (two payments of up to $125,000 annually over three years). The institution/organization the Network Directors are affiliated with will be required to sign this Agreement.
- Successful Networks must provide financial reports bi-annually and quarterly progress reports over the three years. Networks are expected to spend all funds received by the end of each fiscal year. Failure to do so could result in a decrease equal to the amount lapsed in the next payment.
- If, as part of the Network’s work, you intend to conduct social science research, including interviews or surveys with any and all persons employed by or affiliated with DND/CAF, you are required to contact the Social Science Research Review Board (SSRRB) before you begin. Further details can be found in the Application Guide or by contacting SSRRB-CERSS@forces.gc.ca.
6. Privacy Notice Statement
DND will comply with the federal Access to Information Act and Privacy Act with respect to applications received. By submitting personal information, an applicant is consenting to its collection, use and disclosure in accordance with the following Privacy Notice Statement, which explains how the applicant's information will be managed.
Applicants shall note that, for all agreements, information related to the funding agreement (name of the recipient and project location) will be made available to the public on the National Defence website.
