Cadet Program Re-Scope – Activity 1, Corps/Squadron Program

  1. In October 2020, the Assistant Deputy Minister (Review Services) released the Evaluation of the Cadets and Junior Canadian Rangers (Youth Program), found at reference A. This evaluation included a Management Action Plan that outlined 40 action items, resulting in the Cadet Program Re-Scope which was initiated in 2021. The most recent phase of re-scope was focused on Activity 1, the Corps/Squadron Program. This phase was driven by inputs from cadets, staff and stakeholders, and strives to improve the agility, accessibility, and affordability of the Cadet Program, by updating the delivery model.
  2. The re-scoped delivery model for the Corps/Squadron Program has shifted cadet training to be more flexible, while continuing to use the current Qualification Standard and Plans and Instructional Guides for the years one to four Phase/Star/Proficiency Level programs. The new delivery model places an emphasis on the cadets’ desired outcomes as well as the resources available within the community which will provide the corps/squadron greater flexibility in determining appropriate training activities. Cadets will continue to have an opportunity to participate in ten days of supported day and weekend training. The delivery of these days and weekends will be shared between the corps/squadrons, through Locally Directed Activities (LDAs), and the Areas, through Area Directed Activities (ADAs).
