  1. As a result of the Cadet Program Re-Scope for Activity 1 – Corps/Squadron Program, the requirement to incorporate leadership appointments, which currently exist within the Corps/Squadron Training Program, into the promotion criteria was identified. This has resulted in the development of references A, B, and C.
  2. Reference A was developed to replace Cadet Administration and Training Order (CATO) 13-02, Merit-Based Cadet Rank Promotions – Corps/Squadron and outlines the time in previous rank, qualification, leadership appointment, and promotion authority for each rank. The Merit Review Board has been replaced with a more streamlined process outlined at reference B.
  3. Reference B was developed to create a standard criterion for selecting cadets to fill leadership appointments at the corps/squadron. When implemented in conjunction with CJCR Gp O 5002-6, Cadet Selection Process, the corps/squadrons will have a transparent, fair, equitable, and consistent way they select cadets for leadership appointments. Through this process, current requirements for completion of leadership appointments as part of Year 4 and Year 5 training are more clearly integrated into the promotion criteria.
  4. Reference C was developed as an adaptable and scalable process for selecting cadets for various opportunities. The process is not exclusive to Corps/Squadron Leadership Appointments, as it may apply to any occasion where a cadet selection is to be made while providing flexibility to meet the unique needs of each corps/squadron. In many instances corps/squadrons are already using the steps articulated in reference C.
  5. Resources have been developed to support the implementation of references A, B, and C which will be shared through various platforms including Canada.ca, Cadet365, and the Training Management Guide, as follows:
    1. a list of questions and answers for each policy has been published alongside this CANCDTGEN;
    2. a slide deck outlining what is changing and what is not changing with regards to Corps/Squadron Leadership Appointments;
    3. a flow chart outlining the selection process for Corps/Squadron Leadership Appointments;
    4. organizational charts showing how the Corps/Squadron Leadership Appointments could be used at corps/squadrons of various sizes;
    5. a cadet-targeted slide deck describing the impact of references A through C; and
    6. an adult-targeted slide deck describing how to implement references A through C.
