23-17 – Regular Force, Primary Reserve Personnel and Equipment Support

Cadet Administrative and Training Orders (CATOs)


General

1. Director Cadets and Junior Canadian Rangers (D Cdts & JCR) is responsible for the coordination of the personnel and equipment support from the Regular Force (Reg F) and the Primary Reserve (P Res) for the Cadet Summer Training Centres (CSTC) and other authorized activities.

2. The personnel requests shall be restricted to positions requiring unique skills that cannot be filled with the personnel belonging to cadet establishments.

3. Funding for all taskings is the responsibility of the RCSUs with the exception of certain Nationally Directed Activities (NDA).

4. The “Canadian Forces Tasking, Plans and Operations (CFTPO)” software shall be used as the vehicle for completion and promulgation of all personnel and equipment requests.

Aim

5. The personnel and equipment requests are designed to ensure that required staff and equipment are available to support the course cadets attending summer training and/or participating to other authorized activities.

Procedures

6. RCSU tasking staff shall enter their personnel and equipment requirements annually into CFTPO, creating one organization for each CSTC, other establishment and/or other authorized activity. These organisations shall be inserted in the activity identifying each RCSU.

7. Personnel and equipment requests for the CSTCs shall be migrated up to D Cdts & JCR by 30 September annually.

8. For the activities conducted between September and June, personnel and equipment requests shall be processed by the regions at least 60 days prior to the start of the activity.

9. On receipt of regional submissions, D Cdts & JCR shall review, consolidate, and migrate the requirements up to Canadian Operational Support Command (CANOSCOM) by 15 Oct annually.

10. RCSU tasking staff is responsible to check and confirm, through the CFTPO, that their requirements have been filled. Direct liaison is authorized between RCSU tasking staff and Command tasking staff to identify suitable solutions to any issues.

11. The ability of the Reg F and P Res to fulfil incremental personnel and equipment requirements remains dependant on the level of operational commitments.  Approved taskings are subject to cancellation if the operational tempo is increased.
