Cadet Administrative and Training Orders (CATOs)
Introduction
Purpose
1. This Cadet Administraive and Training Order establishes the policy and procedures related to cadet instructor supplementary staff.
Application
2. This order applies to all officers and non-commissioned members of the Canadian Armed Forces.
Date of Effect
3. This order comes into effect upon receipt.
Enquiries
4. Enquiries may be directed to the Commander National Cadet and Junior Canadian Rangers Support Group, attention J1 Administration, through the chain of command.

General
5. CISS is composed of members of COATS who cannot be held on cadet corps / squadron establishments or another RCSU establishment. These members may be personnel held for CTC or special types of service such as writing boards and regionally / nationally directed activities.
Administration
6. All administration requirements for CISS members are the responsibility of the applicable RCSU. Administration for CISS members on the Natl CJCR Sp Gp Establishment will be the responsibility of Commander Natl CJCR Sp Gp.
Reserve service
7. CISS members may serve on Class “A” or Class “B” Reserve Service in support of any authorized cadet activity. When serving they are subject to the policies set out in CF Mil Pers Instruction 20/04.
8. CISS members may also provide support without pay to any authorized cadet activity. When providing such support they shall be made aware of the provisions of CATO 23-11 – Cadet Instructors Supporting Cadet Activities Without Pay.
9. CISS members are required to serve for at least 7 paid days in a consecutive 12-month period. Members who do not meet this minimum requirement shall be placed on NES status and release procedures will be actioned.
Enrolment
10. In situations where there are no vacant established positions at a cadet corps / squadron a member may be enrolled directly into an established CISS position. It is the responsibility of the respective RCSU to commence the enrollment procedures, see the applicant through the enrollment process and attest the applicant.
Transfer
11. CISS members who are serving with a cadet corps / squadron shall be given priority to transfer to the corps / squadron’s establishment when a position becomes available.
12. Members of the other CAF components and sub-components may transfer to CISS providing that the member meets the terms of service requirements for the applicable COATS MOSID.
13. CISS members may transfer back to their former component or sub-component providing they meet the terms of service requirements of the organization.
Training
14. CISS personnel who are members of the CIC may complete the necessary training courses in the CIC training system to qualify for promotion up to the rank of Lt / SLt.
15. CISS personnel who are members of other MOSIDs may complete the necessary courses to remain current in their position.
Promotion
16. Members held against an established CISS position may be promoted from OCdt through Lt providing that they meet the time-in-rank and qualification prerequisites for promotion IAW CATO 22-02 – Cadet Organizations Administration and Training Service – Promotion Policy.
17. Members may not be promoted to the rank of Capt and beyond while being held against a CISS position, however members who hold the rank of Capt or above and are subsequently transferred shall retain their substantive ranks when serving in a CISS position.
18. Members held against an established CISS position may be granted acting rank when selected to serve at a CTC or other regional / national activity providing that they have the prerequisites for the higher rank and that the position they will be filling is established for the higher rank. The member shall return to their substantive rank at the end of the period of service for which the acting rank was granted.
19. Members of other MOSIDs may be promoted for service reasons, to an acting rank, one rank higher than their substantive rank, if they are serving in a position where the higher rank is required.
