Cadet Administrative and Training Orders (CATOs)


General

1. Positions authorized for this event appear in the table at Appendix 1 to this Annex. Amendments, if any, will be promulgated in the Annual Directive.

2. Competed and Non-Competed Positions. While most positions will be filled by way of competition, some will not. The method used to fill a position appears in the “Criteria” column of the table at Appendix 1.

3. The Regatta’s organizational structure, based on the format at reference C, appears at Appendix 2 to this Annex.

4. Staff members Terms of Reference (TORs) appear at Appendix 3 to this Annex.

Eligibility

5. In order to be eligible to be selected as a staff member, an applicant must:

  1. meet position specific criteria;
  2. for staff cadet positions, be a Sea Cadet;
  3. for officer positions, be a CIC (Sea) officer, unless otherwise indicated; and
  4. for officer positions, be a Navy League member where indicated.

6. Civilian instructors (CIs) are not eligible.

Selection Policy

7. General. As this is a joint NLC-DND national event, the Regatta shall be staffed, whenever possible, by a proportionate number of officers and cadets from all regions and members of the Navy League of Canada.

8. Officer Positions. When staffing officer positions, the following criteria will be used:

  1. preference will be given to those officers:
    (1) currently on strength of or actively volunteering with a Sea Cadet Corps or Sail Centre, and
    (2) whose rank matches the requested position(s); and
  2. in the event an officer’s rank doesn’t match that of the position for which he’s/she’s selected, the following policy applies:
    (1) if the officer is under-ranked, the individual will not be promoted while so employed or be paid at a higher rank, and
    (2) if the officer is over-ranked, the individual will not have to relinquish his/her rank and will be paid at his/her substantive rank and IPC level.

9. Staff Cadet Positions. When staffing staff cadet positions, preference will be given in the following order of priority to cadets who have:

  1. been employed as a staff cadet at a CSTC;
  2. successfully completed a TG3 or specialty course; and
  3. successfully completed Phase IV from the LHQ program.

10. Staff Cadets are not entitled to receive the staff cadet advance training bonus or the CSTC staff cadet badge or the National Regatta pin.

Applications and Selections

11. Interested individuals shall apply using the form at Appendix 4 to this Annex. In addition to this form, cadets shall also submit a CF51. Applications are to be submitted, through the normal chain of command, to the Regatta Chair not later than 01 June annually. Selections will be announced by the Regatta Chair not later than 30 June annually.

Secondary Jury and Protest Committee

12. In order to speed up the processing of protests, the Regatta Chair may direct that a Secondary Jury and Protest Committee be stood up whenever required. In such cases, one of the Primary Jury and Protest Committee members will be appointed as Secondary Committee Chairperson. Both Primary and Secondary Committees will be augmented by the required number of Regatta personnel.

13. Personnel interested and/or qualified to fill a Jury member position as a secondary duty should indicate it next to the position for which they’re applying.

Set-up and tear down

14. Regatta set-up and/or tear down may require the assistance of officers selected in a staff position. When applying, officers shall indicate their interest and availability in performing these functions.

Technical Advisors

15. To assist with race and jury management and provide staff members with professional development in these areas, and to provide skippers and crewmembers with high performance coaching, the Regatta Chair, with approval from the Steering Committee, may employ highly qualified and experienced technical advisors recognized in these fields as leaders and/or experts.

16. If approved, the Regatta Chair may employ up to three (3) technical advisors (or the equivalent of in person-days) in each of the fields listed in the paragraph above. Employment of these individuals shall be in accordance with applicable regulations. Unexpended funds allocated for this may not be redirected to other activities.
