34-05 - Deployments of Royal Canadian Sea Cadets in Coast Guard Ships

Cadet Administrative and Training Orders (CATOs)


1. This order establishes the procedures to be followed for training of sea cadets in ships of the Canadian Coast Guard.

General

2. Annually, the Canadian Coast Guard makes a small number of berths aboard deployed icebreakers available to sea cadets. The purpose of this programme is to provide senior cadets with an opportunity to experience life aboard a Coast Guard Ship in order to enhance their skills in seamanship.

3. As a rule cadets will embark in pairs with one pair assigned to each ship participating in the programme. Normally, berths are available for eight cadets. Gender and language ability of cadets may be specified by the Coast Guard in order to accommodate the berthing facilities available and the language of work in the ship. Each cruise lasts approximately six weeks.

4. Cadets will be required to complete the training package contained in Chapter 40 of A-CR-CCP-002/PT-001. Completion of the deployment will entitle cadet to receive the Seamanship Proficiency Badge.

Selection

5. Cadets selected for participation in this programme must:

  1. be seventeen or eighteen years of age;
  2. be free of medical and dental problems;
  3. have attended at least one six week course at a sea cadet training establishment;
  4. have demonstrated maturity and the ability to live in relatively confined spaces for extended periods;
  5. be covered by a provincial health care plan; and
  6. be recommended by the CO.

6. Cadets selected will be employed aboard Coast Guard Ships in seamanship and general ship's husbandry duties. Cadets must be capable of performing these functions. Additionally, cadets chosen will be seen as typical of the sea cadet programme and must therefore be selected with care.

7. Cadets wishing to apply for this programme are to do so using form CF 51. Quotas will be promulgated annually by NDHQ/D Cdts when known. Generally, this will be later than other quotas because of the necessity to wait for the Coast Guard annual scheduling conference which occurs in April. Pending actual promulgation of quotas, Regions are to select two cadets of each gender as potential candidates. In this way time will not be lost when actual quotas are made available.

8. Every effort will be made to promulgate specific quotas not later than 01 May annually. Generally, Coast Guard deployments will begin at the end of June.

9. Regions are to forward nominations using the message format in Annex A to CATO 34-01. The due date for nominations will be included in the message promulgating regional quotas. In addition, CF 51 on cadets are to be forwarded to NDHQ/D Cdts 2 as soon as possible after final selections are promulgated by NDHQ.

Transportation

10. Regions are responsible for arranging transportation of cadets from home to the Coast Guard ship. Cadets are to be met on arrival in the departure port and escorted to the Coast Guard ship. NDHQ/D Cdts will arrange for transportation of cadets from the ship to home. In most cases, return transportation will be arranged at the last minute because of the uncertainty of the time and place that cadets will be landed by the Coast Guard. Ideally, cadets will return with Coast Guard crews during the six-week rotation but there may be instances when this will not be possible. It is for this reason that only mature, capable cadets are to be chosen for participation.

11. Regions are to advise NDHQ/D Cdts and the Region in which the departure port is located of cadet transportation arrangements at least one week prior to travel. Costs are to be charged to 2278 CS 07A6 02110 FAA 85. Cadets are to travel in possession of a form CF 1466 to be issued by the dispatching Region. Cadets are to travel in uniform.

12. Cadets participating in this programme are to be thoroughly briefed by Regional Staff prior to departure on procedures to be followed in the event that transportation arrangements are interrupted during the deployment. The Coast Guard has agreed to inform NDHQ prior to landing cadets in the Arctic. In this way it will be possible for D Cdts to arrange transportation from the Arctic back to the cadets' homes. Cadets landed at an airhead in the Arctic are to phone NDHQ/D Cdts to receive instructions dealing with return transportation. As soon as possible after being landed they are to phone the following (in the order given):

  1. D Cdts 2-2 (613) 995-4563;
  2. D Cdts 2 (613) 992-6081;
  3. D Cdts 7 (613) 996-3972;
  4. D Cdts 7-2 (613) 996-3857;
  5. National Defence Operations Centre (613) 992-2708; or
  6. The Navy League (613) 993-5415.

13. Cadets are to understand, prior to embarking in the Coast Guard Ship, that return transportation arrangements may not be as tidy as those at the beginning of the programme. It may be necessary for cadets to remain in hotels awaiting flights out of the arctic. It is for this reason that an emergency allowance is to be issued as described in paragraph 14.

Finance

14. Cadets are entitled to Training Bonus in accordance with current regulations. Regions are authorized to pay one half of this bonus to cadets in advance of the deployment. Training Bonus paid is to be charged to 2278 CS 07A6 01213 FAA 85. In addition, cadets are to be issued an emergency allowance of two hundred dollars to be used only if necessary at the end of the deployment as a result of interruptions in transportation. This allowance is to be issued using form CF 52 and is to be recovered on completion of the deployment if not needed. Any use of this allowance by cadets is to be fully substantiated and supported by receipts. Any costs involved are to be charged to 2278 CS 07A6 02110 FAA85.

15. Cadets should also take a small amount of personal spending money. Coast Guard ships have canteens from which cadets may wish to purchase souvenirs, candy and other sundries.

Reports

16. Cadets are to keep a personal journal during the deployment in which they are to record daily observations on the cruise. These journals are to be delivered to NDHQ/D Cdts 2 on completion of the deployment. Cadets wishing to keep journals are to print their mailing address inside the cover and they will be mailed by NDHQ on completion of use by D Cdts.

17. Regions are to report all costs charged to a D Cdts financial code as soon as identified.

Kit

18. In addition to the normal uniform issue, cadets are to be in possession of the additional articles of clothing contained in CF Scale D08-112 Table C. Cadets are also to be in possession of a flotation jacket NSN N4220-21-904-1779. Regions are to arrange for temporary issue of these additional articles of clothing well in advance of the cadets' departure date. If necessary, cadets en route to Coast Guard ships are to travel via Halifax or Esquimalt in order to be properly kitted out. Should this latter arrangement be necessary, the dispatching Region is to liaise closely with Atlantic or Pacific Region to ensure that cadets are met on arrival and escorted to clothing stores.
