Application: This is an order that applies to members of the Canadian Armed Forces (CAF) and a directive that applies to Civilian Instructors and employees of the Department of National Defence (DND) employed within the Cadets and Junior Canadian Rangers (CJCR).

2. Policy

Context

2.1 CJCR Gp Orders provide guidance with respect to Group policy and procedures on a wide range of matters relevant to operations and administration. They are issued to supplement and amplify existing orders and regulations.

Policy

2.2 CJCR Gp Orders communicate essential and specific information so as to achieve effective and efficient management through the creation and maintenance of a complete, comprehensive and accessible collection of orders, directives and guidance that support CJCR activities. They amplify the policies/directives set in Defence Administrative Orders and Directives (DAODs), other departmental or CAF policies, and provide direction on matters specific to the CJCR Gp Orders.

2.3 CJCR Gp Orders should be reviewed annually and the list of active Orders is published in the Canadian Cadet Organizations (CCO) File Repository. Amendments are staffed through J1 Career.

3. Organization

Sponsorship and Preparation

3.1 The CJCR Section, that is considered the OPI of a subject, sponsors the applicable series for CJCR Gp Orders. OPIs shall refer to CJCR Gp Order 1000-1 for guidance in the preparation and submissions of new Orders and amendments to existing Orders.

Composition

3.2 CJCR Gp Orders are comprised of nine series as follows:

  1. 1000 – General and Administration. This series contains direction and policy of a general nature and all items related to the administrative requirements of the CCO.
  2. 2000 – Resource Management. This series contains direction and policy on all items related to the management of resources including business planning related issues.
  3. 3000 – Comptroller. This series contains direction and policy on all items related to financial issues.
  4. 4000 – Infrastructure and Environment. This series contains direction and policy on all items related to infrastructure and environmental management.
  5. 5000 – Personnel Management. This series contains direction and policy on all items related to military and civilian personnel management.
  6. 6000 – Communication and Information Management. This series contains direction and policy on all items related to communication and Information Management (IM) of a general nature.
  7. 7000 – Training. This series contains direction and policy on all items related to cadet training, individual and collective training, COATS training, and CIC training.
  8. 8000 – Cadet Management. This series contains direction and policy on all items related to the management of cadets including cadet files, discipline, and supervision.
  9. 9000 – Supply, Transportation, and Movements. This series contains policy on all items related to supply, transportation, and the movements of cadets, CAF members, and personnel working in support of the CCO.

4. Publication

Frequency of Publication

4.1 CJCR Gp Orders are issued as required and should be reviewed, at minimum, annually.

Errors/Omissions or Suggestions

4.2 Users of CJCR Gp Orders are encouraged to bring any errors, omissions or suggested orders to the attention of CJCR headquarters (HQ) J1 Policy.

Access to Information

4.3 The series contains unclassified information only. The Access to Information Act allows access to government records by Canadian citizens and permanent residents. Therefore, the OPI must consider this aspect along with the content of the Order.

4.4 The sponsor shall ensure the release of the information will not cause damage to an individual, be prejudicial to the interest or prestige of DND, or the information is not releasable for other reasons.

Format

4.5 The format and style used are outlined in CJCR Gp Order 1000-1, CJCR Gp Order – Writing Guide.

Publication

4.6 Orders may not be published until approved by the DComd CJCR or delegated authority. A staffing sheet can be found at Annex A of CJCR Gp Order 1000-1, CJCR Gp Order – Writing Guide. Once authorized, electronic versions will be:

  1. posted to the CCO File Repository,
  2. disseminated via email by Central Registry, and
  3. posted to the V drive located at CJCR Gp HQ.

Amendments

4.7 Amendments to CJCR Gp Orders will be promulgated through CJCR Gp HQ J1 Career. J1 Career will liaise with the series OPI to effect the necessary changes.

4.8 Request for changes shall be staffed via email. The subject line of the email shall identify the specific document to which changes are to be made by and the document attached or a link provided.

4.9 The change shall indicate amendment of the document by including the following: (Amended – “yyyy-mm-dd”). It shall be placed beside the “Date of Issue”. Note, the “Date of Issue” indicates the date the document was approved and issued. It shall not be changed.

Verification

4.10 OPIs, should conduct an annual review of all their respective Orders to ensure the currency and accuracy of each main document, annexes, and appendices where applicable. Hyperlinks should also be checked to ensure the sites are still valid. The date of the verification will be indicated on the policy beside the “Date of Verification”.
