3. Definitions
- Volunteer Committee.
- Formally known as an Adult Committee, whether permanent or temporary in nature, a volunteer committee may be formed by community members to support a JCR Patrol locally. A volunteer committee membership may also include local CAF personnel and JCRs.
- Junior Canadian Ranger Patrol Leader.
- A JCR Patrol Leader is an individual responsible for leading and guiding a JCR Patrol. The Patrol Leader oversees the activities and well-being of the patrol members, ensuring that they participate in program activities, follow safety guidelines, and uphold the values of the JCR program.
4. Command and Control
- 4.1 The JCR Program was formed as a Canadian Cadet Organization pursuant to section 46 of the NDA on 30 April 1998. The NDA states that the CAF is responsible to the Minister of National Defence for the control and supervision of the CCO.
- 4.2 Command and control of the JCR Program was further clarified through CDS Directive: CAF Command and Control of the CCO and the COATS Reserve Force Sub-Component, 2 February 2018.
5. Program Overview
- 5.1 The aim of the JCR Program is to provide remote, northern, coastal and isolated communities with a safe, structured and well-supported developmental program for youth. The goal is to help strengthen the individual youth and their communities.
- 5.2 The JCR Program combines cultural and traditional learning with life skills and CR skills, providing tools and knowledge to help young people successfully navigate their transition to adulthood.
- 5.3 The JCR Program is designed to meet the needs of local communities. Training is delivered by local CRs and community members, with support from the CAF by the CA and the CJCR Gp through CRPGs.

6. Organizational Principles
- 6.1 The JCR Program is a federally mandated youth development program, conducted by the CAF in collaboration with local communities, and with other government departments where appropriate.
- 6.2 A JCR Patrol can only be located:
- in a remote, isolated, northern, or coastal community;
- in a community where a CR Patrol is already located; or
- where there is support from the local CR Patrol and the community.
- 6.3 Each JCR Patrol requires community support, to include volunteers and/or a Volunteer Committee. Community support is critical in providing resources not readily provided by the CAF, such as meeting locations and guest speakers.

7. Child Welfare
- 7.1 JCR Program personnel are responsible to protect the welfare of youth by:
- creating a physically and emotionally safe training environment;
- providing youth with training on how to recognize and deal with unhealthy situations;
- ensuring adults who work or volunteer with the program have been thoroughly screened in accordance with CJCR Gp O 10031, Junior Canadian Ranger Personnel Screening; and
- maintaining open communication and cooperation with communities.
8. Publication
Frequency of Publication
- 8.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.
