3. Definitions
- Adult Committee.
- Whether permanent or temporary in nature, an AC may be formed by community members to support a JCR Patrol locally. AC membership may also include local CAF personnel and JCRs.
4. Program Capacity
- 4.1 The number of JCR patrols and participants is authorized by the VCDS and determined in collaboration with the CA. Program capacity is to be based on resource availability and CA capability to deliver and support established and planned numbers of JCR patrols and participants. Program capacity levels are to be accounted for in the business planning processes of the CA and VCDS as it relates to the JCR Program.
5. JCR Patrol Formation Process
- 5.1 The JCR Patrol formation process is made up of the following six phases and may span more than one year:
- Phase 1 - Verification of Suitability;
- Phase 2 - Preliminary Planning;
- Phase 3 - Review of Criteria;
- Phase 4 - Authorization;
- Phase 5 - Registration; and
- Phase 6 - Stand-up.
Phase 1 - Verification of Suitability
- 5.2 To establish a JCR Patrol, the CRPG will verify that:
- there is a CR Patrol already in the communityor proximal enough to the community that it can provide the required oversight and support;
- the community is remote, isolated or coastal; and
- the expansion is in accordance with applicable VCDS directionand/or concurrence by VCDS.
- 5.3 Any exceptions to verification parameters must be raised by the CA for VCDS concurrence. Examples include, but are not limited to, urban areas where concentrations of JCRs may be located for secondary school. Where approved, status/temporary status may be provided to ensure the additional locations are properly resourced and formally tracked.
Phase 2 - Preliminary Planning
- 5.4 During the preliminary planning, the CRPG is to ensure the community understands that the intent of the preliminary planning is to determine the feasibility of establishing a JCR Patrol in their community. The preliminary planning should not be construed as confirmation of JCR Patrol viability.
- 5.5 Each CRPG should adapt a general process to meet both the needs of the community as well as their own. The CRPG may visit the community to present the JCR Program to the community leaders and CRs.
- 5.6 Before a JCR Patrol is authorized, the following criteria must be met:
- there is a compelling reason to have a JCR Patrol in the community;
- the community understands the JCR Program and accepts what their role is in delivering the program, either via Band Council Resolution or an official letter from the community stating their support for the JCR Program;
- there is a sufficient number of interested youth in the community to maintain a JCR Patrol;
- there is support from the local CR Patrol with at least two CRs approved and appointed to assist as the JCR Patrol Leader and JCR Patrol 2IC, to be done in consultation with the community, Band, and/or Municipal Council;
- in addition to the JCR Patrol Leader and JCR Patrol 2IC, there is a sufficient number of interested adults to support the JCR Program;
- there is a suitable training location, such as a school or recreation centre, available at no cost to DND/CAF;
- suitable logistics resources (i.e. Logistik Unicorp points for uniform procurement) are available from CJCR Gp to support the patrol; and
- the screening process for those interested in working with the JCR Patrol has been initiated.
- 5.7 Should the proposed location include or be proximal to existing corps or squadrons, the CRPG is required to identify the situation through their Division HQ for the attention of the CA HQ and CJCR Gp HQ.
Phase 3 - Review of Criteria
- 5.8 The following criteria for establishing a JCR Patrol in the community will be reviewed jointly between CJCR Gp and CA:
- the CRPG CO will provide their Division HQ with a message of intent to open a JCR Patrol, which must include the original request from the community and other supporting documents;
- Division HQ will review the message of intent and the supporting documents, and if the criteria are met, draft a letter of support and forward the package from Division HQ to CA HQ;
- CA HQ staff will review the package to ensure all criteria are met, and then draft a letter of support and forward the package to CJCR Gp HQ; and
- CJCR Gp HQ will review the package to verify that all the requirements are met, determine any impact on neighbouring corps or squadrons, if applicable, and verify resource availability with VCDS Gp HQ.
Phase 4 - Authorization
- 5.9 Comd CJCR Gp will provide CA HQ with an approval notification, inclusive of any constraints, to initiate the registration, stand-up and designation of the JCR Patrol, if applicable.
Phase 5 - Registration
- 5.10 Registration of a JCR Patrol includes the following steps:
- CRPG to confirm and screen the JCR Patrol Leader and JCR Patrol 2IC in accordance with CJCR Gp O 10031, Junior Canadian Ranger Personnel Screening;
- establish an AC, or a list of adults willing to support the JCR Program if an AC is not feasible, including complete volunteer agreements in accordance with CJCR Gp O 10030-0, Junior Canadian Ranger Community Program Personnel and screened in accordance with CJCR Gp O 10031, Junior Canadian Ranger Personnel Screening;
- recruit and register the JCRs in the JCR Patrol in accordance with CJCR Gp O 10031, JCR Personnel Screening;
- CJCR Gp HQ will allocate uniform points and CRPGs will order JCR uniforms in accordance with CJCR Gp O 10062, Junior Canadian Rangers Program Logistics; and
- VCDS Gp, CJCR Gp, and CA will initiate respective business planning processes in order to allocate a budget in accordance with CJCR Gp O 10061, Junior Canadian Rangers Program Finance.
Phase 6 - Stand-Up
- 5.11 The stand-up of a JCR Patrol includes a stand-up ceremony that marks the official opening of the JCR Patrol.
- 5.12 Once resource requirements have been sent to CJCR Gp HQ and availability has been confirmed, issuance of equipment to the new JCR patrol will occur through the supporting CRPG. CJCR Gp HQ will ensure that resourcing is increased to respective CRPGs once a new patrol has stood up. Material accountability processes for the JCR patrol’s equipment will mirror those of the supporting CR patrol. The supporting CRPG and CR patrol will be responsible for ensuring suitable delineation and use of equipment issued for CR operations and training versus equipment issued for JCR training.
6. Designation
- 6.1 A JCR Patrol is usually designated by the name of the community in which it is located and normally shares the name of its parent CR Patrol.
7. Publication
Frequency of Publication
- 7.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.
