3. Definitions
- Junior Canadian Ranger.
- A JCR is a person of not less than 12 year of age but less than 19 years of age who belongs to a JCR Patrol for young people in remote communities, coastal and isolated communities across Canada. JCRs are not members of the Canadian Armed Forces.
- Junior Canadian Ranger Patrol.
- A JCR Patrol is a local group of JCRs who participate in the JCR program within a specific community. Led by a JCR Patrol Leader, the patrol engages in various activities focused on skill development, cultural practices, and community involvement. The patrol functions within the framework of the broader JCR Program, fostering teamwork, leadership, and personal growth among its members.
- Junior Canadian Ranger Patrol Leader.
- A JCR Patrol Leader is an individual responsible for leading and guiding a JCR Patrol. The Patrol Leader oversees the activities and well-being of the patrol members, ensuring that they participate in program activities, follow safety guidelines, and uphold the values of the JCR program.
4. Policy
Context
- 4.1 The JCR Program exists under the control and supervision of the CAF. CJCR Gp and the CA are committed to ensuring membership in the JCR is made as widely available as possible to all persons meeting the membership criteria.
- 4.2 The membership criteria for JCRs within a JCR Patrol is essential to ensure clarity, consistency, and effective program management. Establishing clear criteria ensures all participants meet the necessary standards to fully engage in program activities, promoting personal development, teamwork, and community involvement.
- 4.3 Youth who meet the membership criteria are permitted to register as a JCR. To join, rejoin or transfer to a JCR Patrol, an applicant is required to provide personal information which will be used to assess their eligibility.
Policy
- 4.4 Completion of an application will provide the applicant’s required personal information and parental/guardian permissions for registration.
- 4.5 Upon submission of the application and associated supporting documentation to the JCR Patrol personnel, the applicant will be eligible to participate in JCR Patrol activities.
- 4.6 Where an applicant fully meets the established membership criteria, the authority to approve the registration is the JCR Patrol Leader.
5. Membership Criteria
- 5.1 Membership with a JCR Patrol is voluntary and subject to eligibility criteria.
- 5.2 To be eligible for the Junior Canadian Rangers program, individuals must:
- be a resident of Canada;
- not be a member of any other cadet organization;
- be at least 12 years of age;
- not have reached 19 years of age;
- exhibit good character;
- obtain parental or guardian consent; and
- be accepted by the JCR Patrol Leader of the designated JCR Patrol.
6. Registration
- 6.1 To register with a JCR Patrol, an individual must complete and submit Annex A, Application for Registration - Junior Canadian Rangers Program, to their JCR Patrol Leader. Completed forms will be forwarded to the CRPG for retention.
- 6.2 In addition to Annex A, applicants are required to provide proof of provincial or territorial health insurance coverage, or its equivalent, to ensure adequate health support during participation in the program.
7. Termination of Membership
- 7.1 A JCR who no longer wishes to be a member of a patrol must inform their JCR Patrol Leader, who will ensure the membership is formally terminated.
- 7.2 When a JCR reaches the age of 19, their membership in the patrol will be automatically terminated.
- 7.3 CRPG CO or delegate may choose to terminate a JCR’s membership, which may include a request from the JCR’s parent or guardian.
- 7.4 If a JCR’s membership is terminated during an activity, the JCR will be safely and reasonably returned home as soon as possible.
- 7.5 Whenever a JCR’s membership is terminated, the Patrol Leader is required to:
- inform the JCR’s parent/guardian of the membership termination;
- recover any issued materiel that the JCR is not authorized to retain; and
- notify the CRPG of the termination.
8. Documentation
- 8.1 CRPGs will retain a JCR’s original file until the JCR reaches the age of 25. The file may only be destroyed at that time, in accordance with the Defence Classification and Disposition System.
- 8.2 Throughout this period, all information must be safeguarded in accordance with the Privacy Act to ensure confidentiality and security.
- 8.3 Upon termination of their membership, each JCR will be provided with a copy of their file for their personal records.
9. Publication
Frequency of Publication
- 9.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.

- 9.2 Users of CJCR Gp Os are encouraged to identify any errors, omissions or suggested orders to the attention of CJCRPol-PolCRJC@forces.gc.ca.
