1. Identification

Application: This is an order that applies to members of the Canadian Armed Forces (CAF) and a directive that applies to Civilian Instructors and employees of the Department of National Defence (DND) employed within the Cadets and Junior Canadian Rangers (CJCR).

3. Policy

Context

3.1 All IT investments must be validated to ensure that goods and services are meeting the identified need, are adequate for their intended use, and are sustainable. Furthermore, existing Government of Canada, DND, and CAF resources and services must be leveraged whenever possible. DND has no delegated or legal authority to commit or expend funds for any goods and services that are in-scope of SSC.

Policy

3.2 The CJCR Gp shall provide IT goods and services (expenditures under funds C120 and C507) with the intention to reduce and align overheads in command, control, administration, and support to ensure that a maximum investment of resources is dedicated directly to the development of youth.

3.3 IT goods include, but are not limited to: computers, monitors, software, printers, cables, network equipment, etc.

3.4 IT services include, but are not limited to: Internet services, wireless communications, wireless data services, software development, computer support, solutions hosting, and networking.

Requirements

3.5 The CJCR Gp IT SMC is responsible for:

  1. consolidating requirements for IT goods and services;
  2. ensuring compliance with contracting and procurement policies;
  3. ensuring optimal use of volume contracts and corporate resources such as enterprise software licences owned by DND;
  4. ensuring compliance of reports on IT expenditure to TBS;
  5. managing acquisition budgets as well as recapitalization; and
  6. ensuring a level of service compliant with ITSM Enterprise IT Service Agreement.

3.6 Annex A provides a non-exhaustive list of what can be considered an IT good or service and describes its application in the context of this Gp Order. It should be noted that the acquisition of IT goods and services with NPF is governed by the current Gp Order.

3.7 The acquisition of IT goods and services with external funding (e.g., league, sponsor, fundraising, donation, grant) is not governed by this Gp Order. However, before installing commercial or custom applications or equipment on DND assets and networks, verification of compliance with applicable policies is required. For example, a projector or a monitor might be authorized while a USB stick might not.

Frequency of Publication

4.1 Reviews and updates will occur annually, or more frequently, as required.

4.2 Users of CJCR Gp Orders are encouraged to identify any errors, omissions, or suggested orders to the attention of CJCR Gp HQ J1 Policy.
