Cadets and Junior Canadian Rangers Group Order (CJCR Gp O)


Aim

1. The purpose of the SP Process is to ensure that personnel with the potential and motivation to achieve advancement within the CJCR are identified, tracked and mentored. It is expected that these individuals will be aggressively challenged, developed and monitored.

2. Recommending the right person for advancement and appointments is not an easy task. Many factors influence the final decision. Although we prefer to keep the selection process as objective as possible, it is more difficult to assess factors that may not be apparent through the files. In order to make this subjectivity as "objective" as possible, PMB should assess the ability of eligible candidates to meet the following criteria and attributes.

Performance

3. Based on rank progression evaluated through Performance Evaluation Reports (where available), Historical ranking, Commendations and Recognition.

Leadership

4. Proven Leadership:

  1. It is essential that personnel demonstrate leadership in working with superiors, peers and subordinates. Personnel in senior positions must lead by example to maintain cohesion within their unit and ensure that their personnel display a high level of proficiency and efficiency. Future senior leaders must have demonstrated qualities of a true leader throughout their career.

5. Team Building:

  1. Recognize the need to develop and maintain respectful, cooperative working relationships with team personnel, capitalizing on the diversity of experience and knowledge that enhance a team's effectiveness. They must capitalize on a range of diverse talent and experience to enhance synergy and identify solutions. Senior leaders must instill an understanding of, and commitment to promoting a collaborative culture. Maintains objectivity on issues and combats hidden or narrow agendas that counter the organization’s broader objectives.

Communications

6. Communication is key to a successful organization. All personnel need to demonstrate strong communication skills. Senior leaders are consistently required to communicate with all echelons in the chain of command. Future key leaders must have demonstrated abilities to express themselves in public, during meetings and in discussions at all levels. In addition to being able to express themselves, they must understand their obligation to be proactive in informing their unit members, and in ensuring that they have up-to-date information. Written communication must be commensurate with what is expected from senior leaders.

7. Potential is based on the board member’s evaluation of the file.

  1. Employment background:
    i. Staff Positions
    ii. Out of trade employment
    iii. Civilian occupation experience/evaluations
    iv. Senior supervisor duties
  2. Training/Developmental Background:
    i. Self-development
    ii. Leadership courses

8. The PMB will monitor the selection Criteria/Attributes used by the RCSU to ensure that all members are treated fairly.
