Application: This is an order that applies to members of the Canadian Armed Forces (CAF) and a directive that applies to Civilian Instructors and employees of the Department of National Defence (DND) employed within the Cadets and Junior Canadian Rangers (CJCR).

3. Definitions

Computer. A computer refers to an individual workstation, which includes, but not limited to desktops, laptops and tablets.

IT Resources. An IT Resource refers to, but are not limited to, computers, peripherals (printers, monitors, etc.), tablets, portable information technology devices (USB keys), access to internet/network, and mobile wireless devices.

4. Policy

Context

4.1 IT Resources are available to users to support their tasks, at all levels of the CJCR. IT Resources are essential in the fast-paced, dynamic DND/CAF work environment. Therefore, IT Resource allocation remains flexible and will adapt to the needs of the CCO based on various factors.

4.2 CJCR aims to provide IT Resources with the intent to support Cadet Activities, through:

  1. management of information;
  2. administration (command and control, operations, resources management, and planning);
  3. training; and
  4. collaboration and communication.

Policy

4.3 CJCR will allocate IT Resources based on a number of factors including availability, financial resources, storage space, required support, and lifecycle management.

Connectivity and Network Types

4.7 Connectivity and access to Internet/Network:

  1. DWAN is the business network for DND/CAF and supports the processing of designated information up to Protected B. DWAN is solely accessible to DND/CAF personnel with a valid RS;
  2. CCO Net is the primary network of the CJCR. It supports the processing of designated information up to Protected A and is accessible to all DND/CAF employees/members with a valid RS. The CCO Net can be accessed from a CCO Net computer, a personal computer or a computer connected to the DWAN for Sharepoint only, therefore access does not require a CCO Net computer. Where appropriate, the CCO Net is made accessible to cadets.
  3. Public Internet access may be provided by DND/CAF for use by DND/CAF personnel, staff cadets, and course cadets, in order to allow for family communication, access to email, personal banking, and distance learning opportunities.

5. Responsibilities

5.1 It is the responsibility of the DCOS IM/IT to ensure that all IT Resources are managed in accordance with all applicable policies, to optimize utilization.

5.2 It is the responsibility of the RCSU/HQ COs to plan their operations in consultation with the DCOS IM/IT in order to optimize available resources as well as monitor, through their Regional ISSO, that IT security measures are respected.

6. Allocation

6.1 In order to optimize the use of existing CJCR IT Resources and with consideration for the use of personal devices by personnel and cadets, the baseline IT Resources allocations are outlined below.

7. Request Process

7.1 Requests for IT Resources are normally staffed through the RCSU/HQ J6 or IT SMC, as per regional standard operating procedures, and will validate the request in accordance with this Gp Order.

7.2 During the planning phase, CTCs and activity centers must coordinate their requests with the RCSU IT SMC in order to confirm the feasibility and execution of the request.

7.3 The IT Resource requirements of a Cadet Activity may exceed the allocations outlined above. In such cases, IT SMC/J6 will coordinate with the Cadet Activity Officer of Primary Interest to verify the need, confirm available resources, explore alternate options, and review applicable policy to determine if the request can be fulfilled and/or modified.

8.2 Users of CJCR Gp Orders are encouraged to identify any errors, omissions or suggested orders to the attention of CJCR Sp HQ J1 Policy.
