Defence infrastructure projects

The Canadian Armed Forces (CAF) and the Department of National Defence continuously maintain and upgrade military infrastructure across Canada. Every year, millions are invested in buildings, roads, military housing, runways, etc. The infrastructure portfolio includes approximately:

  • 21,000 buildings;
  • 2.25 million hectares of land (almost four times the landmass of Prince Edward Island);
  • 5,500 km of roads (roughly the distance between Calgary and Halifax); and
  • 3,000 km of water, storm and sewer pipes (roughly the distance between Ottawa and Saskatoon).

Major construction and renovation projects are underway, along with ongoing repairs and upgrades to infrastructure at bases and wings. We are investing in new facilities and jetties, and upgrades and renovations to armouries, airfields, hangers and infrastructure in Canada’s North.

Sustained improvements to military infrastructure are necessary to provide CAF members with the facilities they need to train and operate successfully, well into the future. These infrastructure projects also provide economic opportunities for local communities, which help to create new jobs and opportunities for businesses across the country.

On behalf of the Honourable David J. McGuinty, Minister of National Defence, the Minister of Veterans Affairs and Associate Minister of National Defence, the Honourable Jill McKnight it was announced that the Department of National Defence (DND) has acquired a 52-unit apartment building in Courtenay, British Columbia (B.C.). This $19.1 million apartment complex will provide accommodations for Canadian Armed Forces (CAF) members working at 19 Wing Comox, with occupancy expected to begin in summer 2026.

December 15, 2025 Saguenay, Quebec

In 2024, in response to a request from the City of Saguenay, The Department of National Defence (DND) and the City of Saguenay entered into a $15.5 million contribution agreement to fund a short-term solution to address the presence of per- and polyfluoroalkylated substances (PFAS) in municipal water. Through an amendment to the existing contribution agreement, DND is providing an additional $29.9 million, for a total of approximately $45.4 million, to continue funding the current temporary solution. This funding is being administered over a 10-year period.

December 10, 2025 North Bay, Ontario

On behalf of the Honourable David J. McGuinty, Minister of National Defence, Pauline Rochefort, Member of Parliament for Nipissing – Timiskaming and Parliamentary Secretary to the Secretary of State (Rural Development), announced an amendment to the existing contribution agreement, providing an additional $100 million, for a total of approximately $120 million in funding for remediation at the Jack Garland Airport.

October 16, 2025 Esquimalt, British Columbia

The Honourable Stephanie McLean, Secretary of State (Seniors), On behalf of Honourable David J. McGuinty, Minister of National Defence, participated in a ribbon-cutting ceremony to mark the recent acquisition of a brand-new, privately developed apartment complex located minutes from Canadian Forces Base (CFB) Esquimalt. This four-storey apartment complex includes 37 move-in ready apartments and 47 parking spots and will be used to house CAF members working at the Base starting January 2026.

July 17, 2025 Ottawa, Ontario

As part of Canada’s $38.6 billion plan announced in 2022 to modernize North American Aerospace Defense Command (NORAD) over the next two decades, the Department of National Defence announced the selection of the first transmit and receive sites for the Arctic Over-the-Horizon Radar (A-OTHR) project. The selection of the first two sites sets the foundation for further development and expansion and is a major milestone toward reinforcing Canada’s security and sovereignty in the Arctic. The A-OTHR project is anticipated to reach initial operational capability by the end of 2029. It will ultimately require four sites to be fully operational: two transmit sites and two receive sites.

The Honourable David J. McGuinty, Minister of National Defence, participated in a groundbreaking ceremony at Canadian Forces Base (CFB) Trenton to mark the start of construction on a major infrastructure project that will support the Strategic Tanker Transport Capability (STTC) project.

March 19, 2025 Sherbrooke, Quebec

The Honourable Élisabeth Brière, Minister of Veteran Affairs and Minister Responsible for the Canada Revenue Agency, and Member of Parliament for Sherbrooke, on behalf of the Honourable Bill Blair, Minister of National Defence, announced the launch of the design phase for the Sherbrooke Armouries recapitalization project, an important step toward preserving the city’s military heritage while providing modern facilities for our Reservists.

March 3, 2025 Halifax, Nova Scotia

On behalf of the Honourable Bill Blair, Minister of National Defence, the recent award of a $60.6 million for the first package of work in Phase 2 of the North Park Armoury rehabilitation and modernization project has been announced.
This project will rehabilitate the structure of the Armoury, which was damaged during the Halifax Explosion of 1917. Phase 2 is divided into two parts – part one will rehabilitate the armoury’s remaining walls, roof, foundations and windows, and part two will upgrade the armoury’s interior.

January 30, 2025 Borden, Ontario

The Honourable Bill Blair, Minister of National Defence, visited Canadian Forces Base (CFB) Borden to provide an update on the construction of Residential Housing Units (RHUs) for members of the Canadian Armed Forces (CAF) on several bases and wings across Canada. The Department of National Defence (DND), through the Canadian Forces Housing Agency (CFHA), will construct 668 new RHUs and renovate more than 600 RHUs across the country over the next five years.
The new RHUs will include a mix of housing types, such as multi-unit buildings, row houses and semi-detached units. While on-site, Minister Blair officially opened and toured the new accommodations facility. This new five-storey, 15,600-m2 facility at CFB Borden will provide 350 modern sleeping quarters, common lounge areas, study areas, laundry rooms, storage, and office spaces to the recruits who will train on base.

January 13, 2025 Kingston, Ontario

Mark Gerretsen, Member of Parliament for Kingston and the Islands, on behalf of the Honourable Bill Blair, Minister of National Defence, announced the contract award for the new 21 Electronic Warfare Regiment (21 EW Regt) facility at Canadian Forces Base (CFB) Kingston. MP Gerretsen also participated in a groundbreaking ceremony to mark the start of construction.

Minister Blair provided an update on progress to extend the Inuvik airport runway investing $230 million to extend the Inuvik Airport’s main runway from 6,000 to 9,000 feet (2,743 metres) and to modernize its lighting, navigational systems, and military aircraft arrestor system. Minister Blair also highlighted that through Our North, Strong and Free, Canada is making a focused series of investments to better protect the Arctic and North.

August 12, 2024 Bagotville, Quebec

This facility will enable Canadian Armed Forces (CAF) members to posture and deploy Canada’s incoming fleet of CF-35A fighter jets in a flight-ready state in support of North American Aerospace Defense Command (NORAD) operations. The new 7,400 m2 QRA facility at CFB Bagotville will include aircraft hangar bays, office space and sleeping quarters for personnel, and a 17,000 m2 secure fenced compound surrounding the facility. Once completed, it will help CAF personnel support Canada and the NORAD mission and quickly respond to any threats in North American airspace.

The new 31,700 m2 facility for Junior Non-Commission Members will provide incoming Royal Canadian Navy (RCN) personnel with modern and functional infrastructure at CFB Esquimalt as they train and prepare for tomorrow’s security challenges. The new facility will consolidate several functions across the Base into one new, central, and modern high-rise. It will include approximately 480 single occupancy rooms, administrative areas, a dining area and galley capable of serving 700 people, a mess that can support 400 people, postal services, coffee shops, and more.

On behalf of the Honourable Bill Blair, Minister of National Defence, Parliamentary Secretary Marie-France Lalonde led a groundbreaking ceremony for a new Military Family Resource Centre at 4th Canadian Division Support Base (CDSB) Petawawa. The $42 million facility will consolidate the Canadian Forces Morale and Welfare Services Personnel Support Programs and Military Family Resource Centre from seven separate locations into a single facility for family support and wellness on the base.

April 24, 2024 Yellowknife, Northwest Territories

Backed by an investment of approximately $136 million, the project will see the construction of a new, 9,200-m2 headquarters building for the 1st Canadian Rangers Patrol Group (1 CRPG) as well as elements of Joint Task Force (North), in Yellowknife. The new facility will include offices and classroom space for administrative and training purposes, an assembly space which will double as a drill hall, and space for vehicle maintenance and warehouse storage.

On behalf of the Honourable Bill Blair, Minister of National Defence, Minister Petitpas Taylor announced that the Government of Canada is investing $55.6 million to upgrade 255 buildings on the base through an Energy Performance Contract. This includes LED lighting upgrades, heat and energy recovery systems for heating and cooling equipment, high efficiency boilers for heating, upgraded building envelopes, high efficiency water fixtures, a new high-efficiency gas power generator, and geothermal technology.

The Honourable Bill Blair, Minister of National Defence, and the Honourable Randy Boissonnault, Minister of Employment, Workforce Development and Official Languages, announced a $45.3 million investment in infrastructure upgrades at 3 Canadian Division Support Base (CDSB) Edmonton. This energy performance contract (EPC) project will upgrade 124 buildings at the Edmonton military base, reducing the Base’s energy costs by 21%, or an estimated $2 million annually. Upgrades will include LED lighting upgrades, modernized heating and cooling equipment, replacing fossil fuel heating systems with low carbon alternatives, upgraded building envelopes, high efficiency water fixtures, renewable energy installations, and more.

On June 21, 2021, the Department of National Defence awarded a new energy performance contract (EPC) to upgrade facilities at CFB Halifax, 12 Wing Shearwater, Canadian Forces Ammunition Depot (Bedford), and Defence and Research Development Canada (Atlantic). A total of 112 facilities in these locations will be upgraded, reducing the energy costs of our facilities in the region by nearly $3 million annually, or 19 percent. Energy retrofits will also lower greenhouse gas (GHG) emissions by over 15,000 tonnes per year or 22 percent.

As part of ongoing consultations with Indigenous groups and other interested parties about our former military housing site in the Sainte-Foy area of Québec City, we will sell a parcel of the property to the province of Quebec. Nearly one hectare will go to the Ministère de l’Éducation et de l’Enseignement supérieur for the construction of a new high school.
