Defence infrastructure projects

The Canadian Armed Forces (CAF) and the Department of National Defence continuously maintain and upgrade military infrastructure across Canada. Every year, millions are invested in buildings, roads, military housing, runways, etc. The infrastructure portfolio includes approximately:

  • 20,000 buildings;
  • 2.1 million hectares of land (almost four times the landmass of Prince Edward Island);
  • 5,500 km of roads (roughly the distance between Calgary and Halifax); and
  • 3,000 km of water, storm and sewer pipes (roughly the distance between Ottawa and Saskatoon).

Major construction and renovation projects are underway, along with ongoing repairs and upgrades to infrastructure at bases and wings. We are investing in new facilities and jetties, and upgrades and renovations to armouries, airfields, hangers and infrastructure in Canada’s North.

Sustained improvements to military infrastructure are necessary to provide the women and men of the CAF with the facilities they need to train and operate successfully, well into the future. These infrastructure projects also provide economic opportunities for local communities, which help to create new jobs and opportunities for businesses across the country.

The Minister of National Defence announced a $1.4-billion infrastructure project to upgrade special operations forces’ facilities at the Dwyer Hill Training Centre in Ottawa.

This 10-year construction project will provide more than 100,000 m2 of purpose-built space to meet JTF 2’s long-term growth, training, and high-readiness operational needs.

Minister of National Defence announced the launch of DND’s Indigenous Reconciliation Program (IRP), a program that funds opportunities for dialogue between Indigenous partners and National Defence.

Starting in 2023, and for the next four years, up to $1.5 million will be available annually, thanks to a $9.5 million investment made through Budget 2022.

The Government of Canada has awarded a modified design build contract to Pomerleau Inc. of Montreal for infrastructure work on the Colonel-Gaëtan-Côté (Belvédère Street) and William Street armouries in Sherbrooke. On June 21, 2021, the Department of National Defence awarded a new energy performance contract (EPC) to upgrade facilities at CFB Halifax, 12 Wing Shearwater, Canadian Forces Ammunition Depot (Bedford), and Defence and Research Development Canada (Atlantic). A total of 112 facilities in these locations will be upgraded, reducing the energy costs of our facilities in the region by nearly $3 million annually, or 19 percent. Energy retrofits will also lower greenhouse gas (GHG) emissions by over 15,000 tonnes per year or 22 percent.

DND is building a new modern, multi-functional, and green accommodations facility at CFB Borden to support personnel studying and training at the base. This facility will provide sleeping quarters and spaces in which members can study, learn, and live while they develop the skills they need to support military operations at home and abroad.

As part of ongoing consultations with Indigenous groups and other interested parties about our former military housing site in the Sainte-Foy area of Québec City, we will sell a parcel of the property to the province of Quebec. Approximately $2.3 million in runway repairs are planned in the short term. A full runway repaving project and airfield lighting upgrades are planned in the next few years.

These upgrades will ensure 5 Wing's airfield continues to support military and civilian air operations, while providing economic development opportunities for businesses in the region.

This project will see 60 buildings upgraded with energy efficiency measures to provide our women and men in uniform with sustainable and efficient facilities in which to work and train.

These upgrades will lower annual energy costs by about $470,000, or 19 percent. They also support the government's low-carbon goal by reducing greenhouse gas emissions by over 2,500 tonnes per year, the equivalent of taking more than 500 cars off the road.

This project includes the construction of a modern 10,200-m² sports centre, as well as renovations to existing facilities, to support the physical fitness and mental health of Canadian Armed Forces recruits and Garrison personnel. Once completed, this larger and more environmentally-friendly facility will replace existing fitness facilities and better support the physical training requirements of an increasing number of recruits at the Garrison.

Valued at $130 million, this project represents an important investment in Reserve infrastructure in the Halifax area, and is expected to create approximately 400 jobs during the rehabilitation.

This project will rehabilitate the structure of the North Park Armoury, which was damaged during the Halifax Explosion in 1917. Interior renovations will also help to modernize operational capabilities for Reserve units operating out of the armoury. Work for this project is ongoing, and is expected to be completed by 2026.

The new 8,574-m2 armoury brings together three units from the Army Reserve in Halifax. It includes a modern administration and training space, facilities for storing and maintaining equipment, common mess areas, a large drill hall, and an outdoor compound for military vehicles. Valued at $55.2 million, this project was completed on time and under budget, and provided significant economic opportunities for the local Halifax community by creating an estimated 250 jobs during construction.

A new modern and green armoury at the Saint-Hubert Garrison represents a $50-million investment in Reserve infrastructure. This project provided economic benefits for the local community while creating 230 jobs during construction. Built to LEED silver standards, the 8,824-m2 facility will co-locate multiple Reserve units and provide personnel with modern administrative spaces, training rooms, an advanced weapons simulator, vehicle and equipment storage areas, common mess facilities, and a fitness centre.

This pilot project will deliver new and enhanced facilities for the Royal Canadian Dragoons. The $80.6-million project will construct a centralized 9,900-m2 facility. It will also provide economic opportunities for the region and generate about 225 jobs during the construction period. The facilities will provide enhanced vehicle maintenance, storage, logistics and training areas to increase collaboration and support daily operations.

This project represents the first time the Government of Canada will use the integrated project delivery approach for a construction project. The approach offers a unique way to manage construction projects and deliver results faster by promoting greater collaboration between industry and the Crown.

Work has begun on implementing a $20.5-million energy performance contract at 14 Wing Greenwood. The project will see 102 buildings upgraded with energy efficiency measures including new LED lighting and efficient ventilation systems. The wing's central heating plant will also be upgraded to a cleaner natural gas fuel source. These upgrades are expected to lower annual energy costs at the wing by about $900,000, or 13 percent, and reduce greenhouse gas emissions by close to 7,500 tonnes per year.

Valued at $51.9 million, construction was completed on a new facility for Joint Task Force X (JTF X) at Canadian Forces Base Kingston. Built to LEED (Leadership in Energy and Environmental Design) silver standards, this state-of-the-art, green building integrates advanced security measures, vehicle maintenance and storage space and realistic training facilities, including specialized training areas, a simulator range and classrooms. This infrastructure project created about 230 jobs during the construction period, and provided economic development opportunities for local businesses and communities.

Representing more than $10 million in infrastructure investment, several important projects are being implemented at Canadian Forces Station Alert, including upgrades to the fire alarm and suppression system ($5 million), and the replacement of fuel storage tanks ($2.5 million) and a power plant generator ($2.8 million). These investments provide important economic opportunities for northern communities, and will allow CFS Alert to continue supporting activities such as search and rescue operations and climate research.

An $11.5-million project to construct a new facility for the 430 Tactical Helicopter Squadron's logistics support unit has been launched at Base Valcartier. The project will deliver a new 1,849-m2 building to consolidate the unit in one location, and enhance its ability to support the Squadron's operations. Construction of the new facility began in May 2018, and is expected to generate about 48 jobs along with economic benefits to the local community until its completion in early 2022.

The new armoury in Saint-Foy, Quebec provides the 35e Régiment du Génie de combat with the necessary space to train and conduct operations effectively. The 4,000-m2, two-storey building includes storage areas, office space, classrooms, and a parade area. The project represents a $22-million investment in Reserve infrastructure and economic benefits for the local community, having created about 50 jobs during construction. Designed to meet LEED (Leadership in Energy and Environmental Design) Silver standards, the facility incorporates green building concepts to minimize its footprint.

The $24.8-million Petawawa Energy Performance Contract leverages private sector innovation to implement facility upgrades and retrofits that will reduce energy consumption by the base. These will include lighting upgrades, modernizing heating systems, and improved insulation, and are expected to reduce Petawawa's annual energy costs by 28 percent ($1.6 million), and lower greenhouse gas emissions by about 2,910 tonnes per year.

May 15, 2018 CFB Borden, Ontario

Valued at $81.7 million, the newly-constructed Royal Canadian Electrical and Mechanical Engineers (RCEME) School at Canadian Forces Base Borden was completed in March 2017. Designed to meet the LEED (Leadership in Energy and Environmental Design) Silver certification standard by incorporating green building concepts, this 14,000-m2 facility will provide RCEME students with state-of-the-art training facilities well into the future. This infrastructure project created approximately 150 jobs during the construction period, providing economic development opportunities for the region.

Estimated at $130 million, the two-phase, North Park Armoury rehabilitation and fit-up project will ensure the historic armoury continues to meet the operational needs of local units and cadet corps, while respecting the building's heritage character. Phase one of the project will reconstruct the west wall and widen the main entrance; phase two will rehabilitate the remaining walls and fit up the armoury's interior.

December 1, 2017 Saint-Jean-Sur-Richelieu, Quebec

Defence Minister, Harjit S. Sajjan, and Parliamentary Secretary to the Minister of National Defence, Jean Rioux, visited the construction site of the future Canadian Forces Leadership and Recruit School academic pavilion at the Saint-Jean Garrison. The three-storey, 18,000-m2, academic pavilion will welcome new recruits and officer candidates for basic training in modern facilities. New classrooms and a large, state-of-the-art drill hall will help train educated, agile, and highly-skilled military personnel. The estimated $77-million project is expected to generate 160 jobs over the construction period.

Defence Minister Harjit S. Sajjan highlighted infrastructure investments at 4th Canadian Division Support Base Petawawa with a visit to the future site of a new Canadian Special Operations Regiment (CSOR) complex. The 10-building complex will bring previously dispersed CSOR units together, allowing for increased collaboration and efficiency while providing the regiment with modern operational space, training facilities, vehicle maintenance areas, warehouses and medical facilities. The $319-million project will generate more than 80 sub-contracts, creating an estimated 1,300 jobs during the construction phase.

Defence Minister Harjit S. Sajjan highlighted infrastructure investments at 4th Canadian Division Support Base Petawawa with a ribbon-cutting ceremony for a new Tactical Armoured Patrol Vehicle (TAPV) facility. The 6,800-m2 facility will house 59 TAPVs and provides 11 maintenance bays for vehicles and equipment, as well as classrooms. This project will provide our personnel with modern facilities that are essential to daily operations and training. The $26-million project was completed on time and on budget and created approximately 120 jobs during construction.

A ribbon-cutting ceremony was held to highlight the completion of the new Peace Support Training Centre at Canadian Forces Base Kingston. Home to the Royal Highland Fusiliers of Canada, the Armoury will see upgrades such as improvements to emergency lighting, roofing repairs, and the replacement of heating and ventilation systems, to ensure that the men and women of this regiment can continue to train, learn, and support their community in infrastructure that fully supports their needs.

The Honourable Julian Fantino, Associate Minister of National Defence, today announced a $25 million investment at CFB Kingston, and the nearby Kingston Armoury. This investment will support the building of a new Peace Support Training Centre which will provide advanced training for the Canadian Armed Forces, other government departments assigned to conflict zones around the world. Training at the new centre will include pre-deployment training, Peace Support Operator Course and the Civil–Military Cooperation Operator Course. Through the $25 million investment, improvements will also be made to the military quarters on the base and at the nearby Kingston Armoury in support of the Canadian Armed Forces, and to help spur job creation and economic growth for the Kingston area.

The Honourable Denis Lebel, Minister of Infrastructure, Communities and Intergovernmental Affairs and Minister of the Economic Development Agency of Canada for the Regions of Quebec, on behalf of the Honourable Julian Fantino, Associate Minister of National Defence, today announced a significant investment of $2 million in funding to improve important infrastructure at Canadian Forces Base (CFB) Valcartier, in support of the Canadian Armed Forces and to help create local jobs in the Quebec City area. CFB Valcartier, home to approximately 2,500 Canadian Armed Forces personnel, will see significant renovations to military quarters, including improvements to entrances, grounds, bedrooms, loading docks and roofing. These upgrades will also generate jobs and growth to the local economy.

The Honourable Julian Fantino, Associate Minister of National Defence, joined by Cheryl Gallant, Member of Parliament for Renfrew-Nipissing-Pembroke, today announced a significant $20 million dollar investment for Garrison Petawawa, to improve and expand critical infrastructure for the Canadian Armed Forces, and helping to create local jobs in the Petawawa area. Garrison Petawawa is a large military base with close to 600 buildings, including 1600 family housing units. Through this $20 million dollars investment, Garrison Petawawa will see the modernization and renovation of housing units, repairs to the roadways, as well as improvements to Military Quarters in support members of the Canadian Armed Forces and their families.

The Honourable Julian Fantino, Associate Minister of National Defence, today announced an investment of $736,000 for the Colonel Sherman Armoury in Richmond, for upgrades including interior flooring and lighting improvements, skylight replacement, as well as repairs to the heating and ventilation control system, in support of the Canadian Armed Forces and to help create local jobs in the Metro Vancouver area. Colonel Sherman Armoury, home to 39 Service Battalion, provides essential support such as transportation, supplies, and personnel to 39 Canadian Brigade Group, which is responsible for Reservists in the Greater Vancouver area. The armoury also houses the 12 Service Battalion Museum, which collects and exhibits artifacts related to the Battalion's history.
