Research summary: Gaps in active measures programs among Black people in Canada

Why this study

Our research shows the challenges that Black people in Canada face when it comes to jobs and skills training. We also examine how policies, programs, and services can help them in careers.

What we did

The project had 4 parts:

• we made a profile that includes the demographics, skills, and job situation of Black people in Canada
• we looked at research on job programs and how effective they are
• we showed what helps and hurts Black people's use of job and skills programs
• we examined what services there are to help Black people in Canada and what works best

What we found

Black people in Canada have higher unemployment and earn less than others.

Black men and women are less commonly managers compared to other Canadians.

In Canada, the largest funding for job programs comes from agreements between federal and provincial governments.

While these job programs can help reduce unemployment, their success depends on how well they fit a person's needs.

We found that culturally sensitive and flexible programs help Black people the most.

Programs with mentoring can help build trust and provide support for Black people.

What it means

We recommend focusing on 3 areas to improve on:

• developing culturally sensitive programming
• making sure programs can be accessed by all
• increasing mentoring and support networks
