Administrative Burden Baseline: 2014 Baseline Count

In its Red Tape Reduction Action Plan, the Government committed to build on the efforts of the Paperwork Burden Reduction Initiative by requiring departments, through the Administrative Burden Baseline (ABB), to provide a count of the requirements in federal regulations that impose an administrative burden on business.

All federal regulations that are administered by the Labour Program of Employment and Social Development Canada that have requirements that impose administrative burden on business are identified below. The total June 30, 2014, baseline count is 21,468.

Labour Program’s ABB count results from 32 federal regulations, two of which apply to single employers: Point Lepreau, New Brunswick Nuclear Facility Exclusion Regulations, and Regulations Respecting Employment Related to Mines at the Donkin Coal Block. The purpose of the Point Lepreau regulation is to exempt the employer from the Canada Labour Code, replacing federal regulatory obligations with New Brunswick provincial Acts, regulations, and standards. The Donkin Coal Block regulation applies to mines that are not currently operational. Due to these anomalies, the burden of these regulations has not been included in the total count.
