Funding: Opportunities Fund for Persons with Disabilities – National Projects - Overview

The Government of Canada is currently accepting nationalFootnote 1 project proposals from organizations interested in receiving financial assistance from the Opportunities Fund for Persons with DisabilitiesFootnote 2 (OF).
There are 2 (two) streams for this Call for Proposals (CFP):
- Skills and Employment; and,
- Working with Employers.

Note: It is recommended that you read the following guide in its entirety before you start completing your application for funding. This guide contains important details on the information and supporting documentation that Employment and Social Development Canada (ESDC) requires to assess your application.
It is suggested that you print or save a copy of this guide in order to refer to it once this CFP is closed. After March 6, 2018 this guide will no longer be available online.
The CFP is a competitive process and not all applications for funding submitted under this CFP will be selected. Funding is limited and subject to ESDC’s yearly budget considerations and allocation of funds by Parliament.
The Government of Canada reserves the right to accept an application for funding in whole or in part and give consideration to factors such as geographic coverage, official languages requirements and gender equity.
Purpose of this Guide
The purpose of this guide is to assist you in completing the application for funding. The guide provides important information about this CFP, indicates how best to respond to the questions in the application for funding form, and provides a checklist of the supporting documents you are required to submit. An early review of the checklist is suggested to ensure completeness of your application within the required timelines.

Objective of the OF Program
Through funding for organizations, the OF program helps persons with disabilities prepare for, obtain, and maintain employment or self-employment to increase their economic participation and independence. The OF program offers a range of activities that can be tailored to meet the individual needs of persons with disabilities.
Objectives of the CFP
The objective of this CFP is to invite eligible organizations to submit a proposal that supports persons with disabilities in preparing for, obtaining and maintaining employment or becoming self-employed, thereby increasing their economic participation and independence. This supports the Government of Canada's overarching goals of promoting skills development, labour market participation and inclusiveness as well as ensuring labour market efficiency.
Compared to previous national CFPs for OF, there is an increased emphasis on employer-focused activities, such as coaching, training, human resources support and other activities to help employers prepare the workplace for the integration of persons with disabilities.
Eligible organizations can submit a proposal under one or both of the following two streams:
Stream 1 : Skills and Employment
Proposals under the Skills and Employment stream include all activities involving participants (i.e. persons with disabilities) and activities to help employers prepare the workplace for the integration of persons with disabilities.
Stream 2: Working with Employers
Proposals under the Working with Employers stream include activities aiming to raise the profile of persons with disabilities within the employer community and to help employers prepare the workplace for the integration of persons with disabilities.

For the Skills and Employment stream, proposals must demonstrate the following outcomes:
- Persons with disabilities participate in skills enhancement activities such as training;
- Persons with disabilities have tools, skills and information to obtain employment; and,
- Persons with disabilities are employed or self-employed.
For the Skills and Employment stream and the Working with Employers stream, proposals must demonstrate the following outcome:
- Employers, stakeholders and/or persons with disabilities have increased their knowledge and/or capacity of integrating persons with disabilities in the workplace.
The applicant is invited to develop other outcomes related to the OF objective.
Recipients will be required to report, throughout the project lifecycle, on results measurement indicators which are identified in the Developing your application section, under Question 46.
