The Canada Education Savings Program is committed to program integrity and accountability as well as the satisfaction of partners and clients.

In September 2007, CESP announced that promoters would be required to submit a beneficiary Social Insurance Number (SIN) with a grant repayment financial transaction. This process was subsequently introduced in the Interface Transaction Standards sent on January 17, 2008 (version 4.4) outlining the change and announcing an implementation date of May 2008.

In October 2007, the CESP formed a working group comprised of RESP Industry representatives, to discuss the process and to identify any potential implementation issues. Through the dialogue established with the working group, CESP was made aware of certain challenges faced by some promoters in implementing this change.

Recognizing the unique situation of promoters administering Family Plans, the CESP will delay the start of the initiative to a later date. We are thus advising promoters that this change will not be implemented in May 2008. Moreover, further investigation and analysis will be conducted to ensure the program provides promoters with the guidance required to effectively deliver on this initiative.

The CESP would like to acknowledge the efforts of those promoters who have or are in the process of implementing this change. To ensure the quality of service delivery for all promoters is maintained, a Financial Transaction Type "21" will be accepted with or without a beneficiary SIN. As such, these transactions will not be rejected in May 2008.

The program remains committed to pursuing this initiative and the tracking of grant repayments at the beneficiary level. We encourage those who have or are in the process of making the change not to delay starting to send beneficiary SIN information with grant repayment financial transactions. We will ensure you remain apprised of any developments in this regard and will provide you with a new implementation date in the near future.

IMPORTANT NOTE: The delay of this initiative also impacts the date we will begin to send the SIN Validation Report (SVR) announced in the January 17, 2008 ITS amendment (version 4.4). You will begin receiving the file identifying flagged beneficiary SINs in June 2008, if applicable.
