Subject: New Canada Learning Bond (CLB) Application for Adult Beneficiaries

Purpose

To provide promoters with the new CLB application form for adult beneficiaries between 18 and 20 years of age.

Background

The new application form was developed to fulfill existing provisions of the Canada Education Savings Act (CESA) included at the program’s inception in 2004.

CLB-eligible children born in 2004 will start turning 18 years of age as of January 1, 2022. A new application process was needed to allow them to apply for the CLB and to designate an RESP for payment if they have not already received the CLB.

Legislative authority

An existing provision in CESA requires beneficiaries to designate the RESP that will receive the CLB payment at 18 years of age.

6 (4) The amount of a bond in respect of a benefit year is to be paid to the trustee of a trust designated, in the form and manner approved by the Minister, by the primary caregiver of the beneficiary, the primary caregiver’s cohabiting spouse or common-law partner or, if the beneficiary is 18 years of age or more, the beneficiary.

Mandatory use of new form

As of January 1, 2022, promoters must use the new application form (ESDC SDE 0107) for beneficiaries between 18 and 20 years of age who have not yet received the CLB and wish to apply for it.

The new application form is a stand-alone form.

Appendix A of the RESP Provider User Guide

Appendix A of the RESP Provider User Guide is being updated to include instructions for the new application form. This appendix assists promoters in completing the form properly.
