Minister's message
Canadians are increasingly concerned about the effect of pollution and smog and how they affect their health. With this in mind, my colleague, the Honourable Tony Clement, Minister of Health, and I are pleased to present Canadians with the Government of Canada's 4th annual report on the administration of the Canadian Environmental Protection Act, 1999 (CEPA 1999), for the reporting period April 2004 to March 2005.
The 2004-2005 annual report provides an overview of the activities undertaken under CEPA 1999 through public participation, information gathering, categorization of substances and risk management tools -- such as guidelines, codes of practice, pollution prevention planning and regulations.
It also summarizes actions that have been taken around biotechnology, waste, fuels, vehicle emissions, environmental emergencies, as well as compliance and enforcement activities.
Finally, the 2004-2005 annual report outlines how Environment Canada and Health Canada have started to prepare for the Parliamentary review of CEPA 1999, which began after the reporting period. This review is an excellent opportunity to build on the solid foundation of CEPA 1999.
CEPA 1999 is Canada's principal piece of federal environmental protection legislation. Since it came into force on March 31, 2000, it aims to protect the environment and human health from the risks associated with pollution and to contribute to sustainable development through pollution prevention. The development of partnerships, working with stakeholders, as well as the engagement of Canadians, are key to our success. We will continue to work with all Canadians to achieve real results and lasting improvements.
