Notice with respect to certain substances under the Chemicals Management Plan – 2026 Phase 2

Please note the Excel Reporting File will be available to download when the reporting period begins for a notice.
Reporting period begins: March 4, 2027.
Deadline to report: September 8, 2027.
The Excel Reporting File (ERF) has been developed to assist you in meeting the reporting requirements of the notice(s). A complete substance list is available on the last tab of the ERF and as a stand-alone Excel substance list. Please note that in the case of a discrepancy between the Excel Reporting File, the Canada Gazette notice or the Canadian Environmental Protection Act, 1999 (CEPA), the official version of the notice and CEPA take precedence.
If you determine that you meet the reporting criteria of a mandatory notice, you must provide a section 71 response using the steps outlined below:
- Download and complete the s.71 CMP 2026 Phase 1 ERF or the s.71 CMP 2026 Phase 2 ERF using the links above. Once completed, save it using the following file naming format “ORGANIZATION NAME s71 CMP 2026 Phase 1 ERF.xlsx” or “ORGANIZATION NAME s71 CMP 2026 Phase 2 ERF.xlsx”
- Submit the saved file via Environment and Climate Change Canada's Single Window online reporting system
- Login to your account and on the Chemicals Management Plan's Dashboard page, select your organization and the "Chemicals Management – General" initiative, then click search, and in the search results, click on the pencil icon to start a form
- Review the Identification page and on the Information to Report page:
- Select your Submission Purpose: “s.71 CMP 2026 Phase 1” or “s.71 CMP 2026 Phase 2”
- Enter the Submission Title: “Notice 2026 Phase 1” or “Notice 2026 Phase 2”, and then click Save
- Upload the ERF under the General Document Upload page. Save all pages and submit
Please note, if you are required to report information for both notices, you must submit a response for each notice in their respective reporting periods.

If you determine you do not meet the reporting criteria of the notice, you may submit one of the following options:
Declaration of Stakeholder Interest
Persons not subject to the notice, but who have information the Government may find useful on a reportable substance(s), are encouraged to submit this information through a Declaration of Stakeholder Interest (SHI) via Environment and Climate Change Canada’s Single Window online reporting system. This may include information regarding activity for another calendar year, activity with a reportable substance under the thresholds or other non-reportable activity. Stakeholder data supplementing a mandatory response to this notice can also be submitted as an SHI.
When providing information through an SHI, please indicate if any of the information is confidential and provide a rationale. Information on data elements generally not expected to be confidential can be found in the Approach to disclose confidential information and promote transparency in chemicals management.
Follow the steps below to submit your SHI. For additional information, please refer to section 17 of the Guidance Manual for instructions on how to submit an SHI.
- Login to your account and on the Chemicals Management Plan Dashboard page, select your organization and the “Chemicals Management – General” initiative, then click Search, and in the search results, click on the pencil icon to start a form
- Review the Identification page and on the Substances to Report page:
- Select your Submission Purpose: “SHI CMP 2026 Phase 1” or “SHI CMP 2026 Phase 2”
- Enter the Submission Title: “Notice 2026 Phase 1” or “Notice 2026 Phase 2”
- Upload any relevant documents under the “General Document Upload” page. Under the “Notes” box, indicate the substance identifier(s) from the notice and provide any other relevant documents or information. Save all pages and submit
Please note that a SHI must be submitted separately from a mandatory section 71 submission. A company submitting both SHI information and mandatory information must submit two submissions.
Declaration of Non-Engagement
Persons who do not meet the requirements of the notice and have no interest in the substances are encouraged to send a Declaration of Non-Engagement (DNE) email to the Substances Management Information Line.
Indicate in the subject line of the email “s71 CMP 2026 Phase 1 DNE” or “s71 CMP 2026 Phase 2 DNE” and specify your company name and its contact information.
