Objective: Provide written instructions to employees on all aspects of chemical use.

Operations Manual
  • A current, site-specific manual should be available containing clear instructions for all aspects of chemical use, plant operation, equipment maintenance, housekeeping, accident prevention, first aid and emergency response procedures, and all applicable regulations.
  • The manual should be readily available to all employees.
  • Operations manual content should include
    • Training programs that should be plant-specific and should at least include the following
      • training in all aspects of chemical use and plant operation
      • chemical substances and their hazards, including personal hygiene
      • safe operation and maintenance of equipment and processes
      • spill and fire prevention procedures
      • proper use of personal protective equipment
      • proper use of all safety equipment for controlling spills and fires
      • emergency response and first aid and rescue procedures
      • handling, storage and disposal of waste material
      • confined space protocol for tank entry (OSHA)
      • annual updates, or when there has been a change in job responsibilities, procedures or equipment
      • individual employee training records.
      • employees’ sign off on training received.
    • Facility and plant description
      • up-to-date figures (blueprints) of the facility including emergency equipment location, access and circulation point and current specifications for all equipment.
    • Personal protection equipment requirements
    • Chemical use procedure
    • Station operation procedure
    • Accident prevention program
    • First aid and emergency response procedures
    • Spill and fire contingency procedures
    • Monitoring program
