Should confirmed effects in different components be investigated concurrently?

Biological monitoring is conducted on three components of the receiving environment:

  1. the fish population
  2. the benthic invertebrate community
  3. fish tissue

The investigations for confirmed effects in one component can be completed independently (either concurrently or sequentially) of the investigations for confirmed effects in other components. If the cause of confirmed effects in different components is thought to be the same, it may be efficient to design one investigation study to address these possibly related confirmed effects components.
