New Substances Fees Regulations
The New Substances Fees Regulations (NSNR), in effect since January 1, 2003, were made under Section 328 of the Canadian Environmental Protection Act, 1999 (CEPA 1999) in response to a recommendation, following Environment Canada's 1995 program review, to implement a cost recovery scheme for the NSNR. Environment Canada is responsible for administering the NSNR.
The Fee's regulations only apply to the chemicals and polymers portion of the NSNR.
Notifiers are encouraged to consult the guidance documents available for assisting notifiers in understanding the NSNR and in determining the applicable fees for notifying a new substance.
