Introduction

The Canadian Notification and Movement Tracking System (CNMTS) Guide is designed as a reference document specific to CNMTS web application and is meant for users of CNMTS. It will be useful to anyone who generates, handles, transports, exports, imports, treats, recycles, stores, or disposes of hazardous wastes (HW) or hazardous recyclable materials (HRM). This guide is divided into 6 sections:

The 2 first sections respectively present the structure and functions of CNMTS, and explain how to access CNMTS.

The 4 last sections present the features of the Notification and Movement modules and offer a step-by-step guidance on how to submit notifications and movements documents.

1 Scope of the system

CNMTS is a secure online platform implemented by Environment and Climate Change Canada (ECCC) to streamline the regulatory operations associated with the transboundary movement of hazardous waste (HW) and hazardous recyclable material (HRM).

CNMTS is aligned with the Canadian Environmental Protection Act (CEPA), 1999 and the Cross-border Movement of Hazardous Waste and Hazardous Recyclable Material Regulations (referred to as XBR in this guide) and enables applicants to submit notifications and obtain official permits, as well as generating and tracking movement documents (MDs).

Through the system’s notification module, you can save notifications, track the status of your submissions, obtain electronic copies of official documents (for example, permits), search past completed submissions, cancel submitted notifications and clone (reuse) draft and submitted notifications. Once you have set up your account, you will be able to reuse the information in future notifications. Please note that notifications created under Export and Import of Hazardous Waste and Hazardous Recyclable Material Regulations (EIHWHRMR) cannot be cloned to generate XBR notifications.

In the system’s movement module, you can generate and track international MDs, submit confirmation of disposal or recycling, and monitor non-compliances. You can also generate interprovincial MDs.

2 Getting started

2.1 Step 1: Sign in to single window and create your profiles

CNMTS is accessible through Environment Canada’s Single Window web site. The Single Window system consists of three components: GCKey, Single Window Information Manager (SWIM) and various online systems used by ECCC programs, including CNMTS for the XBR.

2.1.1 Sign in with a GCKey

Go to Environment Canada’s Single Window web site. The first screen on the Single Window web site provides two options to sign in. Click on “Continue to GCKey”. Sign in if you already have a GCKey. If this is your first time using the Single Window system, click on “Register for a new GCKey” and follow the instructions on the screens. Once you have finished, press “Continue”. You are now logged in to SWIM.

2.1.2 Managing your user and organization profiles in SWIM

If you already have an existing user profile associated with your GCKey, make sure it is up-to-date.

If you enter SWIM for the first time, please follow the instructions in Tutorial 1 of the Single Window User Guide to complete your user profile.

The next step is to link your user profile to an organization, or create a new organization and to complete your organization’s profile. Click on “Organizations” in the left-hand menu and follow the instructions in Tutorial 2 and Tutorial 3 of the Single Window User Guide.

Note: It is important that you add as much information as possible in your user profile and your organization(s) profile(s) even though there are minimal mandatory fields (for example, business number). This is because CNMTS pulls some of the information and it can only be edited in SWIM. Ensuring your profiles are complete and accurate in SWIM first will save you time when you fill out the notification form in CNMTS.

2.2 Step 2: Launch CNMTS

Once you have finished creating or updating your profiles in SWIM, click on the “Home” hyperlink, located at the top of the left-hand menu in SWIM, and then click on Canadian Notification and Movement Tracking System in the list of modules/applications on the SWIM homepage.

2.3 Step 3: Manage My Info

Before you begin working on a notification in CNMTS, it is recommended that you go to the Manage My Info (MMI) tab, accessible from the menu bar on the homepage. This is where you will enter the information for the Canadian exporter or importer and any additional Canadian shipping or receiving facilities, if required, as well as all of the foreign importers or exporters, authorized carriers, and other authorized facilities that you may need to add to any given notification. If you need to submit transit through Canada or export from and import to Canada following transit through a foreign country (EIFT) notifications, you can enter exporter and importer information in “Exporting and Importing Companies for Transit or EIFT Only” tab. Once the information is entered in Manage My Info, it will be available to be added to individual notifications, as required, and it will always remain in Manage My Info.

When you click on “Manage My Info”, the first screen will ask you to select an organization from the drop-down list. The names of the organizations that your profile is connected to in SWIM will appear in this list. If the name you want to select is not in the list, you will need to ensure that your user profile is connected to the appropriate organization in SWIM before continuing.

Manage My Info tabs:

Canadian Exporter/Importer or Person Submitting a Notification for Transit or EIFT: This tab contains two sections: My Organization and Canadian Shipping/Receiving facilities. Click on “Edit” in the table under My Organization to manage the information for the Canadian exporter/importer or person submitting the transit through Canada or EIFT notification. Some information on this tab is pre-filled from SWIM: name, mailing address, contacts, and business number (business number is pulled from SWIM for organizations, but not for facilities). If you need to update this information, you need to go back to SWIM (refer to the Single Window User Guide for assistance). The information for the shipping/receiving facilities owned by the Canadian exporter/importer, as well as the Canadian exporter/importer’s unique identification numbers and insurance policy (if applicable), must be entered manually.

To add a shipping/receiving facility that is located in Canada but owned by a different company other than the Canadian exporter/importer, click on “Create New Canadian Shipping/Receiving Facility” and fill out the form. Each time you create a new shipping/receiving facility, it will appear in a table under Canadian Shipping/Receiving Facilities, with links to edit and remove it from the system.

Foreign Importer/Exporter: This tab is where you manage the information for all of the foreign companies that need to appear on your notifications as either the foreign importer or the foreign exporter, depending on the type of permit. To add a foreign company, click on “Create New Foreign Importer/Exporter” and fill out the form. Each time you create a new foreign importer/exporter, it will appear in a table with links to edit and remove it from the system.

Authorized Carriers: This tab is where you manage the information for all of the carriers that need to appear on your notifications. To add a carrier, click on “Create New Authorized Carrier” and fill out the form. Each time you create a new carrier, it will appear in the first table with links to edit and remove it from the system.

Once you have created individual carriers, you can create carrier lists which are pre-determined groups of carriers. Enter the name of the carrier list in the blank field provided beside “Add a new Carrier List” in the Manage Carrier Lists section and then click “Save Carrier Lists”. The name of the new list will appear in the table below. Select which carriers you want to be part of the list and then click the “Save Carrier Lists” button at the bottom of the screen.

Other Authorized Facilities: An other authorized facility is required when the notification includes any HW or HRM that will be disposed of or recycled using an interim operation. This tab is where you manage the information for the other authorized facilities that will carry out the final disposal or recycling of the waste or recyclable materials on your notifications using a final operation code D1 to D12, DC1, DC2, R1 to R11, RC1, and RC2. If the facility is authorized to carry out more than one type of disposal or recycling operation, select all of the codes that apply. Each time you create a new other authorized facility, it will appear in a table with links to edit and remove it from the system.

Exporting and Importing Companies for Notifications for Transit or EIFT: This tab is where you manage the information for all of the exporting and importing companies that need to appear on your transit through Canada or EIFT notifications. To add a new company, click on “Create New Exporter/Importer for Notifications for Transit Through Canada or for Export from and Import to Canada Following Transit Through a Foreign Country” and fill out the form. Each time you create a new company, it will appear in a table with links to edit and remove it from the system.

Changing, deleting, or adding information in Manage My Info:

If you make changes to any information in Manage My Info, including deletions, the changes will be applied automatically to any draft notifications that have not yet been submitted to ECCC. Changes are not applied to notifications that have already been submitted to ECCC. Any new information that is added in Manage My Info while a notification is in draft, for example, a new carrier, will not be added automatically to the notification. If you want to add the new carrier to the draft notification, you will need to open the draft notification and select the carrier from the drop-down list available on the Authorized Carriers tab.

3 Features of the Notification Module

This section focuses on the notification module and details its main features.

3.1 Notification Dashboard

The Notification Dashboard lists all of the notifications that your organization has completed and submitted to ECCC for processing, as well as draft notifications. Here you can track the status of the notifications and find out when an official document is available in the system for/to download. The information is displayed in a table that can be printed or exported to Excel. To filter the table to bring up a particular notification or all notifications with a particular importer, for example, enter the Notification Reference Number or name of the importer in the “Filter table” field provided. The system will search all of the columns for the text that you entered in the field.

3.2 Suspended and Revoked permits

In the event that the Minister suspends or revokes a permit, the suspended or revoked permit holder will be notified via email, and the official document with the decision to suspend or revoke the permit will appear under the notification “Official Documents” tab. In such an event, in table of the Notification Dashboard, the “ECCC Last Action” column will either state “Suspended”, “Pending Revocation” or “Revoked”. In addition, all suspended and revoked notification/permit will appear in a separate table of your Notification Dashboard under the header “Suspended and Revoked permits”. Once a permit’s status becomes suspended or revoked, that permit can no longer generate any MDs.

3.3 Notification Reference Number

The Notification Reference Number is assigned automatically once the notification has been validated and submitted to ECCC. Once assigned, the Notification Reference Number will appear in the first column of the table of the Notification Dashboard, as well as at the top of the screen when you view the notification.

3.4 Applicant’s File Number

When you start a new notification, on the first tab (Basic Info) you have the option to add a unique file number in the Applicant’s File Number field. This is a useful feature if you have your own tracking system.

3.5 Validate

At the bottom of each tab of the notification, there is an optional “Validate” button. When you click on this button, the system will run a validation test to see if there is any missing or invalid information on the tab. It is recommended that you validate each tab of the notification so that you can correct errors as you go. If you click on “Save/Continue”, all the information will be saved, but not validated. When a page passes validation, the system also saves the information on the page, and a green banner appears at the top of the page to confirm a successful validation. When you click on the last tab (“Submit Notification”), the system will run a complete validation test on the notification before you can sign and officially submit the notification for processing.

3.6 Save/Continue

Each tab of the notification must be saved. If you navigate to another tab without clicking on “Save/Continue”, you will lose any information that you entered. After 20 minutes of inactivity, the system will log you out and any unsaved work will be lost. Therefore, it is recommended that you save your work frequently.

Note: The “Validate” button also saves the information on the page when the validation passes.

3.7 Notification statuses

There are 13 possible notification statuses that may appear in the table of the Notification Dashboard.

3.8 Clone notifications

There are 2 ways to clone notifications in the system:

  1. From the Notification Dashboard by clicking on the “Notification Reference Number” in the table of the notification you wish to clone (the parent notification), and then clicking on the “Clone Notification” button or
  2. From the menu bar by clicking on “Start New Notification”, then selecting a parent notification under Option 2 and clicking on the “Clone Notification” button. However, to clone notifications still in draft form/not submitted, the Applicant’s File Number field must be filled out on the notification Basic Info tab. In the “Select a Notification” drop-down list, draft notifications will not display any Notification Reference Number, but the Applicant’s File Number of the draft notification will be displayed within curly brackets (that is “{ }”) at the end of the drop-down list

Regardless of the method, the system will make an exact copy of the parent notification so that you can reuse the information rather than start a new notification from the beginning. The only information that is not carried from the parent notification is the first and last shipment dates and the attachments, as well as the expiry date of the pre-consented facility’s status, in the case of an import with the “Recycling, pre-consented facility” treatment type. Any of the existing information on the cloned notification can be changed before you submit the notification to ECCC.

Note: Notifications submitted under EIHWHRMR cannot be cloned under XBR.

3.9 Manage My Info

The Manage My Info section, accessible from the menu bar, is where you manage the information for the Canadian exporter/importer or person submitting a transit through Canada or EIFT notification, all of the foreign importers/exporters, authorized carriers, other authorized facilities, and exporting and importing companies for transit through Canada or EIFT notifications only that you may need to add to a given notification. See section 2.3 Step 3: Manage My Info above for more information on managing your information.

 

3.10 Submit changes

Once you have submitted a notification, the system allows you to make changes and “re-submit” the revised notification to ECCC up until the notification status has changed to “Submission Review”. Once the notification has the status of “Submission Review”, this indicates that ECCC has started reviewing the notification. If there are any errors or missing information in the notification, ECCC will trigger an “Information Request” which unlocks the notification so it can be edited. The status in the “ECCC Last Action” column will say Information Request.

To revise a notification, click on the Notification Reference Number in the table of the Notification Dashboard and then click on the “Edit/View Notification” button in the top right-hand corner of the screen. When you are finished editing the notification, click on the “Submit Notification” tab to re-submit the notification.

3.11 Delete Notification

Notifications can only be deleted when the Notification Reference Number is “unassigned”, or the notification status in the Applicant’s Last Action is “Draft”. To delete a notification, click on the Notification Reference Number in the table of the Notification Dashboard and then click the “Delete Notification” button. The next screen will ask you to confirm that you want to delete the notification just in case you accidentally opened the wrong one. If you are sure you want to delete the notification, click on “Delete Notification”.

3.12 Cancel Notification

Submitted notifications can be cancelled at any time up until the moment they are closed or completed. To cancel a notification, click on the Notification Reference Number in the table of the Notification Dashboard and then click “Cancel Notification”. The next screen will ask you to confirm that you want to cancel the notification. If you are sure, click on “Cancel Notification”. The status in the Applicant’s Last Action column will change to “Cancelled” and the system will send a cancellation request to ECCC to be processed. When the notification has been cancelled officially, the status in the “ECCC Last Action” column will change to “Cancelled”.

3.13 Find a notification with “Filter table”

The “Filter table” feature, accessible above the table of the Notification Dashboard, allows you to search all of the notifications that belong to any organizations for which you have access to in ECCC’s Single Window system. You can refine your search with the criteria provided, such as permit type, exporter name and importer name.

3.14 Official Documents

When ECCC issues an official document for a notification (for example, permit), a link to the document, in either .pdf or .msg format, will be available from the Documents tab of the notification. The system generates the permit and refusal letters in a consistent format. The document link name contains four components:

The applicant will receive an email when a document is available. On an export notification, the applicant corresponds to the contact on the Canadian Exporter tab; on an import notification, the applicant corresponds to the contact on the Canadian Importer tab; and on a transit through Canada or EIFT notification, the applicant corresponds to the contact on the Exporter tab, Importer tab, Authorized Carriers tab, or Applicant Tab.

To view or download an official document, open a notification by clicking on the Notification Reference Number within the table of the Notification Dashboard and then click on the “Official Documents” tab. All of the official documents that have been issued for the notification will be listed with links. Simply click on the link to view or save the document.

4 Completing a Notification step-by-step

Follow these detailed instructions to complete a notification through the CNMTS for an export from Canada, import into Canada, transit through Canada or EIFT, return or reroute.

4.1 Export from Canada

To start, click on “Start New Notification” from the homepage of CNMTS, or under the Notification in the menu bar to begin working on a new notification. You can either start a new notification from the beginning (Option 1) or clone an existing draft or submitted notification (Option 2) as described in section 3.8 Clone notifications. The clone function will automatically choose the same permit type to be cloned.

Once you have selected “Export from Canada” (Option 1), click on “Continue”. Then, select the name of the organization for which you want to submit a notification. If your profile is connected to more than one organization in SWIM, you will be provided with a drop-down list of organizations.

Next, select one of the following treatment options (a separate notification must be completed for each option selected, even if the rest of the information on the notification is the same, except for transit through Canada or EIFT notifications where Disposal and Recycling are options):

When you are done, press “Continue”.

Note: Once you have pressed "Continue", the selections that you made on this screen cannot be changed. If you need to change a selection, you will need to delete the notification and start a new one.

The notification process requires filling the information under multiple tabs. There are 10 tabs for recycling, pre-consented operations (option 3), and 11 tabs for disposal or recycling operations (options 1 and 2). When you have completed a tab, click on the “Validate” button at the bottom of the screen. If there are any errors, correct them and then click on the “Save/Continue” button to move to the next tab in the notification. After 20 minutes of inactivity, the system will log you out and any unsaved work will be lost. Therefore, it is recommended that you save your work frequently. Each tab is described below.

4.1.1 Basic Info Tab

This tab displays the Notification Reference Number (once the notification has been submitted), as well as the Type of Permit and Treatment Type that were selected on the Start New Single Notification screen. There is also an “Applicant’s File Number” field to enter your own unique file number for your own tracking system. Additionally, there is an option to enter foreign notification numbers if you know the notification numbers of the foreign notifications that match your notification.

In the case of a notification with the treatment type “Recycling, pre-consented facility”, you must provide the expiry date of the facility’s pre-consented status.

For quick reference, the Notification Reference Number, Applicant’s File Number, Type of Permit, and Treatment Type are also displayed at the top of every tab in the notification.

4.1.2 Canadian Exporter Tab

The applicant must provide a name, civic address, mailing address, contact, and a unique identification number (for example, the number assigned by a provincial authority) for the Canadian exporter. If there are multiple selections for any of the items (for example, multiple unique identification numbers), click on the options that apply to the notification before you save and continue to the next tab.

Note: The following information for the Canadian exporter is pre-filled from the organization’s profile in SWIM: name, civic address, mailing address, contacts and business number. The unique identification number(s) and insurance policy (if applicable) come from the exporter’s profile, which is managed in the Manage My Info section.

4.1.3 Canadian Shipping Facility Tab

The applicant must provide a name, an address, a contact, and a unique identification number (for example, the number assigned by a provincial authority) for the Canadian shipping facility. If there are multiple selections for the shipping facility or any of the other items, click on the options that apply to the notification before you save and continue to the next tab.

All of the Canadian shipping facilities that have been created in the Manage My Info section will be available in a drop-down list, including the Canadian exporter and any additional shipping facilities owned by a different company other than the Canadian exporter. Click on the name of the shipping facility you want to add to the notification and press “Select”.

4.1.4 Foreign Importer Tab

The applicant must provide a name, civic address, mailing address, unique identification number (for example, the number issued by the foreign authority) and contact for the foreign importer.

All of the information for the foreign importer comes from the Manage My Info section. If there are multiple selections for any of the items (for example, unique identification number), click on the options that apply to the notification and press on “Select” before you save and continue to the next tab.

4.1.5 Foreign Receiving Facility Tab

The applicant must provide a name, civic address, mailing address, unique identification number (for example, the number issued by the foreign authority) and contact for the foreign receiving facility.

All of the foreign importer and foreign exporters that have been created in the Manage My Info section will be available in a drop-down list. Click on the name of the company you want to use for the foreign receiving facility and press “Select”. If there are multiple options for the receiving facility address or any of the other items, click on the ones that apply to the notification before you save and continue to the next tab.

4.1.6 Authorized Carriers Tab

The applicant must provide the following information for each authorized carrier: name of the authorized carrier, civic address, mailing address, unique identification number, contact, and modes of transport. Please ensure to include all relevant modes of transport and the relevant carriers to support those modes, to account for the complete shipment route, i.e. from the Canadian shipping facility all the way to the foreign receiving facility. For example, an oversea export should have both road and/or railroad modes to get to/from ports, and marine carriers for the oversea portion of the shipment. The movement project must be logic and practicable.

All authorized carriers created in the Manage My Info section will be available in a drop-down list. Authorized carriers can be added to the notification one by one or in bulk. Click on a carrier that you want to add to the notification and press “Select”. The authorized carrier will be assigned a number and it will appear in a table which displays the details of the carrier, as well as links to edit the carrier and remove it from the notification.

The following information for the first authorized carrier is pre-filled from the organization’s profile in SWIM if the person submitting the transit through Canada or EIFT notification is the authorized carrier: name of the authorized carrier, civic address, mailing address. The unique identification number, contact, insurance policy (if applicable), and modes of transport come from the carrier’s profile that is managed in the Manage My Info section.

4.1.7 Other Authorized Facilities Tab

The XBR require that all other authorized facilities be specified as part of the notification. Other authorized facilities are those facilities that will undertake the final disposal or recycling of the waste or recyclable material after the receiving facility has already completed an interim operation.

Interim disposal operations bear the following codes from Part 1 of Schedule 1:

The applicant must provide the following information for each other authorized facility: name, civic address, mailing address, receiving facility address, unique identification number, and contact.

All the other authorized facilities that have been created in the Manage My Info section will be available in a drop-down list. Other authorized facilities must be added to the notification one by one. Click on a facility that you want to add to the notification and press “Select”. If there are multiple selections for any of the items (for example, unique identification number), click on the options that apply to the notification and press “Add Facility to Notification”. The other authorized facility will be assigned a number and it will appear in a table, which displays the details of the facility, as well as links to edit the facility and remove it from the notification.

Any waste or recyclable material that will undergo an interim operation must be linked to an other authorized facility.

Note: The Other Authorized Facilities tab is not applicable for “Recycling, pre-consented facility” permit types. For exports to the United States, only one other authorized facility may be used per notification.

4.1.8 Hazardous Waste/Recyclable Material Tab

Click on the “Create New Hazardous Waste/Recyclable Material” button to add new entries. You may edit each entry individually once they have been created and saved.

Drop-down lists have been provided for most of the sections to help you classify the waste or material. If you need assistance in determining if a waste or material is subject to the XBR and in describing it in a notification, please contact ECCC. Each type of HW or HRM that is added to a notification is automatically assigned a number.

International Waste Identification Code (IWIC):

Select the appropriate codes from the drop-down lists provided for the seven-part IWIC. In the second part of the IWIC, the “D” or “R” codes are from Schedule 1 of the XBR. In the third part of the IWIC, select the LPSG code and Generic Types of Potentially HW. Once you have completed the 7 parts of IWIC, click the “Continue” button to complete the rest of the sections on the Hazardous Waste/Recyclable Material tab.

Basel Annex VIII or OECD Appendix 4 Code:

For notifications with the disposal treatment type only, select the appropriate Basel Annex VIII or Organisation for Economic Co-operation and Development (OECD) Appendix 4 Code that best represents the HW from the drop-down list. If none of the codes applies, select “N/A - Not applicable”.

For notifications with the recycling treatment type, select the appropriate Basel Annex VIII or OECD Appendix 4 Code that best represents the HW or HRM from the first drop-down list. If none of the codes applies, select “N/A - Not applicable” in the drop-down list.

ID No. & Description from Schedules 2, 6, 7, 8, and 12

Click on the appropriate Schedule and then select the code or substance from the corresponding drop-down list. A maximum of five codes can be provided. If none of the schedules applies to the HW or HRM, check off the box provided.

TDGR PIN (Transportation of Dangerous Goods Regulations Product Identification Number):

Select one UN number from the drop-down list provided. If the number you need is not in the drop-down list, select “Other” and enter the UN number in the field provided. If none of the UN numbers applies, select “N/A” from the drop-down list.

TDGR Hazard Class:

Enter the applicable class(es) set out in column 3 of Schedule 1 of the TDGR. A maximum of three classes can be provided. If none of the classes applies, select “N/A - Not applicable” from the drop-down list provided.

Packing or Risk Group:

The packing or risk group is optional in a notification but you may enter the packing or risk group of the waste, as set out in column 4 of Schedule 1 of the TDGR. If none of the groups applies, select “Not applicable” from the drop-down list provided.

Quantity:

Indicate, in kilograms or liters, the total quantity of the waste or recyclable material that will be shipped under the notification in the period covered by the permit, regardless of how it may be divided if multiple shipments take place. Please anticipate sufficient quantities to cover unexpected additional shipments; permits cannot be amended.

Number of Shipments:

Indicate the number of shipments of the waste or material that are intended to take place over the period covered by the permit. Please anticipate sufficient shipments to cover unexpected additional quantities; permits cannot be amended.

Persistent Organic Pollutant (POP):

Provide the quantity and concentration of each POP set out in Schedule 5 of the XBR that is contained in the waste or material in a quantity equal to or greater than the quantity specified in column 4. The concentration can also be provided in a range. If the waste does not contain any POPs, check off the box provided. A maximum of 12 POPs can be added to a notification.

Customs Tariff Code:

Enter the applicable tariff item and statistical suffix set out in the Customs Tariff Departmental Consolidation published by the Canada Border Services Agency (CBSA). The code is composed of ten digits (6 tariff item numbers and 4 statistical suffix numbers following this format: ####.##.##.##).

Please keep in mind that the codes are updated regularly and please make sure that your codes are still valid.

Ontario Waste Classification Code:

Enter the waste classification code in the field provided, if applicable.

Not Regulated in Foreign Country:

Check off the box provided if the waste or recyclable material is not regulated in the foreign country.

Other Authorized Facilities:

If you entered an interim operation code for the IWIC (D13, D14, D15, R12, R13 or RC3), a section will appear automatically at the bottom of the screen with a list of other authorized facilities that were entered on the Other Authorized Facilities tab. Select the final disposal or recycling code beside each other authorized facility that may undertake the final disposal or recycling of the waste or recyclable material. If you do not select a disposal or recycling code beside a facility, that facility will not be linked to the waste or recyclable material.

If an other authorized facility is missing from the list, it will need to be added to the notification on the Other Authorized Facilities tab or created in Manage My Info and then added to the notification. Click “Save” before you return to the Other Authorized Facilities tab or exit the notification. Once the facility has been added, return to the Hazardous Waste/Recyclable Material tab, click “Edit” in the table beside the waste or recyclable material, and scroll down to the Other Authorized Facility section to select the facility.

4.1.9 Shipping Details Tab

Customs Offices of Entry or Exit: Specify the Customs Offices of Exit or Entry through which the HW or HRM on the notification is to be transported. Customs offices where the shipments are to be declared must also be indicated. Please do not manually add an “Other” Customs Office for exports to the United States.

First and Last Shipment Dates: Indicate the anticipated dates of the first and last shipments. Please keep in mind that even if the actual period covered by the permit may not correspond to these dates, these dates may limit that validity period. Some foreign competent authorities may not authorize movements after the last shipment date provided in the notification. In addition, by allowing time for review and approval by foreign competent authorities between the notification submission date and the first shipment date, the resulting permit is more likely to be valid for a longer period.

Transit Countries: Indicate all countries through which the HW or HRM will pass before reaching their final destination, and the amount of time they will spend in each transit country (length of stay in days). Also, indicate the route order by assigning a number to each country. ECCC must seek consent of the competent authority of each transit country for the movement through their territory towards the final destination.

In the case of an export notification where the receiving facility country is the United States, you also need to enter the Customs Office of Entry and Exit of the transit countries. Click the “Add Customs Office” link to enter this information.

For notifications for Export – Disposal only: In the case of an export of HW destined for disposal, specify the options considered for reducing or phasing out the export of the waste and the reason that the final disposal is taking place outside Canada.

4.1.10 Attachments Tab

Attachments can be uploaded in PDF format only.

Contracts: Providing the contracts with a notification is not mandatory under the XBR. The contracts will not be reviewed or validated by ECCC. However, they can be uploaded in this section.

Insurance Policy: All permit holders and authorized carriers of HW or HRM must be covered by liability insurance. The type, amount, and time period for insurance coverage are described in Division 7 of the XBR. Providing a copy of insurance policies is not mandatory under the XBR; however, some foreign competent authorities may require a copy for export notifications.

Supporting Documents: If additional information needs to be provided with the submission, such as proof of pre-consented facility status or any additional information meant for a foreign competent authority, it can be uploaded in this section.

Basel Convention or OECD Decision Notification Form: In the case of an export to a country other than the United States, a copy of the Basel Convention or OECD Decision Notification form must be uploaded.

Basel Convention or OECD Decision Movement Document: A copy of the Basel Convention or OECD Decision Movement Document is not mandatory for the submission of any type of notification. However, some foreign competent authorities may require a copy.

4.1.11 Submit Notification Tab

Once all the previous notification tabs have been completed and the applicable attachments have been uploaded, click on the “Submit Notification” tab. The system will run a complete validation test on the notification. If there are any errors, they will be displayed on the screen and you will need to go back and fix them. When the notification passes validation, you will see a preview of the entire notification. Review the notification one last time to make sure all of the information is accurate.

When you are ready to submit the notification, check the box indicating that you have read the “Certification by the individual who provides the information in the notification”, and enter your name and telephone number. You can also add an additional organization contact name and telephone number to the submission if you wish. When you are done click “Submit”.

Note: No agent can sign any document that, according to the XBR, requires the signature of the permit holder. The name of the person on the notification will therefore appear in the top left corner of the permit. The name of the person submitting the notification is the name that appears in the top left-hand corner of the permit under the header “Issued To”.

Once the notification has been submitted, it will be assigned a Notification Reference Number automatically and the status will change to “Submitted”. You can view the notification any time by clicking on the Notification Reference Number in the table of the Notification Dashboard. If any modification is required after the notification submission review has started by ECCC, please contact your Notification Officer at notification@ec.gc.ca immediately. Depending on the processing stage of your notification, ECCC may not be able to return the notification back to the applicant. In such case, a new notification is required.

4.2 Import into Canada

This section is specific to Import into Canada notifications: the Canadian Importer Tab, the Canadian Receiving Facility Tab, the Foreign Exporter Tab and the Foreign Shipping Facility Tab. For details regarding tabs that are non-specific to this notification type, please refer to the following sections:

In addition, for guidance on selection of organization, treatment type, please refer to section 4.1 Export from Canada.

4.2.1 Canadian Importer Tab

The applicant must provide a name, civic address, mailing address, unique identification number (for example, the number issued by the foreign authority) and contact for the Canadian importer.

The following information for the Canadian importer is pre-filled from the organization’s profile in SWIM: name, civic address, mailing address, contacts, and business number. The unique identification number(s) and insurance policy (if applicable) come from the importer’s profile, which is managed in the Manage My Info section. If there are multiple selections for any of the items (e.g. unique identification number), click on the options that apply to the notification before you save and continue to the next tab.

4.2.2 Canadian Receiving Facility Tab

The applicant must provide a name, an address, a provincial unique identification number and a contact for the Canadian receiving facility.

All of the Canadian receiving facilities that have been created in the Manage My Info section will be available in a drop-down list, including the Canadian importer and any additional receiving facilities owned by a different company other than the Canadian importer. Click on the name of the receiving facility you want to add to the notification and press “Select”. If there are multiple selections for the receiving facility address or any of the other items, click on the options that apply to the notification before you save and continue to the next tab.

4.2.3 Foreign Exporter Tab

The applicant must provide a name, civic address, mailing address, contact and a unique identification number (for example, the number issued by the foreign authority) for the foreign exporter.

All of the information for the foreign exporter comes from the Manage My Info section. If there are multiple selections for any of the items (for example, unique identification number), click on the options that apply to the notification before you save and continue to the next tab.

4.2.4 Foreign Shipping Facility Tab

The applicant must provide a name, an address, a unique identification number (for example, the number issued by the foreign authority) and a contact for the foreign shipping facility.

All of the foreign receivers and foreign exporters that have been created in the Manage My Info section will be available in a drop-down list. Click on the name of the company you want to use for the foreign shipping facility and press “Select”. If there are multiple selections for the shipping facility address or any of the other items, click on the options that apply to the notification before you save and continue to the next tab.

4.3 Transit through Canada or export from and import to Canada following transit through a foreign country

For transit through Canada or EIFT notification, you must also indicate if the person submitting the notification is the exporter, importer, or authorized carrier, or if they are submitting the notification on behalf of the exporter, importer, or authorized carrier.

This section is specific to transit through Canada or EIFT notifications: the Exporter Tab, the Shipping Facility Tab, the Importer Tab, the Receiving Facility Tab and Applicant Tab. For details regarding tabs that are non-specific to this notification type, please refer to the following sections:

4.3.1 Exporter Tab

The applicant must provide a name, civic address, mailing address, a unique identification number and a contact for the exporter.

4.3.2 Shipping Facility Tab

The applicant must provide a name, an address, a contact and a unique identification number (for example, the number issued by the foreign authority) for the shipping facility.

All of the exporting and importing companies for transit through Canada or EIFT notifications that have been created in the Manage My Info section will be available in a drop-down list, plus the applicant. Click on the name of the company you want to use for the shipping facility and press “Select”. If there are multiple selections for the shipping facility address or any of the other items, click on the options that apply to the notification before you save and continue to the next tab.

4.3.3 Importer Tab

The applicant must provide a name, civic address, mailing address, a unique identification number and a contact for the importer.

If there are multiple selections for any of the items (for example, unique identification number), click on the options that apply to the notification before you save and continue to the next tab.

The following information for the importer is pre-filled from the organization’s profile in SWIM if the person submitting the transit through Canada or EIFT notification is the importer: name, civic address, and mailing address. The contact, unique identification numbers and insurance policy (if applicable) come from the importer’s profile that is managed in the Manage My Info section.

4.3.4 Receiving Facility Tab

The applicant must provide a name, an address, a unique identification number (for example, the number issued by the foreign authority), and a contact for the receiving facility.

All of the exporting and importing companies for transit through Canada or EIFT notifications that were created in the Manage My Info section will be available in a drop-down list, plus the applicant. Click on the name of the company you want to use for the receiving facility and press “Select”. If there are multiple selections for the receiving facility address or any of the other items, click on the options that apply to the notification before you save and continue to the next tab.

4.3.5 Applicant Tab

When the person submitting a transit through Canada or EIFT notification is submitting on behalf of the exporter, importer, or authorized carrier, the Applicant Tab will appear in the notification.

The following information is pre-filled from the selected organization’s profile in SWIM: name, mailing address, and contacts. If the applicant is submitting on behalf of an authorized carrier, you must also select the carrier from the drop-down list containing the carriers that were added to the notification on the Authorized Carriers tab.

4.4 Return

4.4.1 Return process

To submit a return notification, select “Return” permit type when starting a new notification. There are 3 questions prior to start a new notification that automatically determine the path for the new notification:

  1. The first question asks if you have obtained an incident number. Not all returns require an incident number. You must obtain an incident number from your movement officer if you are requesting a return permit for a shipment that does not have a MD number (in other words, return of illegal dumping) or that has not been delivered
  2. The second question ensures that you have an original MD number. If you do not have the MD number for the original shipment, you will need to obtain an incident number before proceeding
  3. The third question asks if the shipment has arrived at a receiving facility. If the shipment did not arrive at the receiving facility, please wait for the shipment to arrive or contact your movement officer for an incident number if you do not expect the shipment to arrive at the receiving facility

Unless you are not eligible for a return, the system leads to 2 options for the creation of a return notification: creation of a return notification from scratch or creation of a return notification with information prefilled from a movement document. With the latter option, selection of waste lines for return will be required to start the usual notification process.

Once the pages and questions specific to returns are completed, CNMTS will use the same generic notification tabs as per import/export notifications. To return a shipment that has been imported into Canada, the return will lead to an export permit. To return a shipment that has been exported to a foreign country, the return will lead to an import permit. For information on how to complete an export/import notification, please refer to 4.1 Export from Canada or 4.2 Import into Canada of this guide.

4.4.2 Notes on return

The treatment type is “Not Applicable N/A” by default for returns. It is recommended to wait for the shipment to be delivered before proceeding to submitting a return notification whenever possible, because the quantity returned will be automatically credited back to the original permit.

Under the Hazardous Waste/Recyclable Material tab, you must provide a justification as why the HW or HRM are being returned for each waste line. If you have an incident number for the return, you must provide the incident number for each waste line where applicable, listed under the Hazardous Waste/Recyclable Material tab.

Each permit on the original MD requires a corresponding return permit. For example, if a MD contains 3 waste lines from 3 different permits and you want to return 2 of the 3 waste lines, 2 return notifications will be required, one for each original permit.

Once a notification is approved, a return permit will be issued, and it can then be used to generate one return MD. Once the return MD number is generated, the permit ceases to be valid unless that return MD number is canceled.

4.5 Reroute

This section is specific to reroute notifications. It explains the reroute notification process and the particularities of reroute notifications within those tabs: the Canadian Exporter Tab, the Shipping Facility Tab, the Receiver Tab, and the Receiving Facility Tab. For details regarding tabs that are non-specific to this notification type, please refer to the following sections:

4.5.1 Reroute process

To submit a reroute notification, select “Reroute” permit type when starting a new notification. There are 3 questions prior to start a new notification that automatically determine the path for the new notification:

  1. The first question asks you if you have obtained an incident number. Not all reroutes require an incident number. You must obtain an incident number from your movement officer if you are submitting a reroute for a shipment that does not have a MD number or has not been delivered
  2. The second question ensures that you have an original MD number. If you do not have the MD number for the original shipment, you will need to obtain an incident number before proceeding
  3. The third question asks if the shipment has arrived at the receiving facility. If the shipment did not arrive at the receiving facility, please wait for the shipment to arrive or contact your movement officer for an incident number if you do not expect the shipment to arrive at the receiving facility

Unless you are not eligible for a reroute, the system leads to two options for the creation of a reroute notification: creation of a reroute notification from scratch or creation of a reroute notification with information prefilled from a movement document. With the latter option, selection of waste lines for reroute will be required to start the standard notification process.

Depending on the answers you provided, you can either choose the original movement you want to reroute or start a new notification. If the initial shipment has been delivered to the receiving facility as planned, the waste information included in that MD number will be used to pre-fill the notification. In other cases, you will need to identify the Canadian Importer/Exporter, the type of reroute, and treatment type. It is recommended to wait for the shipment to be delivered before proceeding to submitting a reroute notification whenever possible.

In addition to the particularities to reroute notifications described in the three sections below, please note that under the Hazardous Waste/Recyclable Material tab, you must provide a justification as why the HW or HRM are being rerouted for each waste line. In addition, if you have an incident number for the reroute, you must provide the incident number for each waste line where applicable, listed under the Hazardous Waste/Recyclable Material tab.

Depending on the notification type of the original permit (export or import), the reroute notification will resemble the original notification.

4.5.2 Shipping Facility Tab

If the shipment has been delivered, shipping facility address will be the same as the receiving facility address of that shipment. If the shipment has not been delivered, click on the name of the company you want to use for the receiver and press “Select”.

The shipping facility must have a name, an address, a contact and a unique identification number (for example, the number issued by the foreign authority).

All of the companies for shipping/receiving that were created in the Manage My Info section will be available in a drop-down list, plus the applicant. Click on the name of the company you want to use for the shipping facility and press “Select”. If there are multiple selections for the shipping facility address or any of the other items, click on the options that apply to the notification before you save and continue to the next tab.

4.5.3 Receiver Tab

Click on the name of the company you want to use for the receiver and press “Select”. The receiver must have a name, civic address, mailing address, a unique identification number and a contact.

If there are multiple selections for any of the items (for example, unique identification number), click on the options that apply to the notification before you save and continue to the next tab.

The following information for the receiver is pre-filled from the organization’s profile in SWIM if the person submitting the transit through Canada or EIFT notification is the importer: name, civic address, and mailing address. The contact, unique identification numbers and insurance policy (if applicable) come from the importer’s profile that is managed in the Manage My Info section.

4.5.4 Receiving Facility Tab

Click on the name of the company you want to use for the receiving facility and press “Select”. The receiving facility must be in the same country where the shipment locates. It must have a name, an address, a unique identification number (for example, the number issued by the foreign authority), and a contact.

All of the company information came from Manage My Info section. If there are multiple selections for the receiving facility address or any of the other items, click on the options that apply to the notification before you save and continue to the next tab.

Note: For reroute, each reroute notification can contain more than one permit. For example, if a MD contains 3 waste lines from 3 different permits and you want to re 2 of the 3 waste lines, only 1 reroute permit will be required. Once the notification is approved, a letter of consent is issued. Since rerouted materials/wastes do not leave the destination country, you don’t need to submit a new MD. However, you are still obligated to submit a confirmation of disposal or recycling (CDR) for all the wastes within the prescribed deadline.

5 Features of the Movement Module

This section focuses on the movement module and details its main features.

With the coming into force of the XBR (SOR/2021-25), all information required in MDs must be submitted to ECCC through CNMTS. Faxes, emails and letters are no longer accepted.

5.1 Movement Dashboard

The Movement Dashboard lists all of the MDs that your organization has submitted to ECCC for processing, as well as completed MDs. There are two tabs in the Movement Dashboard: “Submission in Progress” and “Completed Submissions”. Under “Submission in Progress”, you can track the status of the open MDs. Under “Completed Submissions”, you will find all the closed MDs i.e. MDs that were either cancelled or movement documents for which at least one CDR was submitted. Both these tabs allow the export of MDs information to Excel.

The Movement Dashboard includes a filter function that allows users to extract a particular MD or all MDs with a specified criterion. The system will search all of the MDs that satisfy the selection. Some entries in the table of the Movement Dashboard may be colored. All color codes are defined in the legend at the bottom of the Movement Dashboard.

The “Status” filters under the “Submission in Progress” tab will display the following MDs:

The “Status” filters under the “Completed Submissions” will display the following MDs:

In the Movement Dashboard, MDs can be accessed by clicking on Part A, Part B, Part C or CDR

You can also export Movement Dashboard information directly from the Movement Dashboard by clicking on “Export to Excel” at the bottom left. Please note that this option only provides information regarding Part A, B, C, CDR, cancellation status, and compliance status from the Movement Dashboard regarding each movement. If you need more detailed information regarding one or more movements, please refer to “Data Export” feature described in section 5.4 Data Export.

5.2 Start New Movement Document

You can only start a new MD with a valid permit. If the permit is expired, suspended, or revoked, CNMTS will not allow you to start a new MD. Please refer to section 6 Completing a movement document step-by-step.

5.3 Compliance

Compliance issues are compiled on a daily basis at midnight (Eastern Time). Movements highlighted in yellow or red have compliance issues. Yellow highlight means that a situation has been identified that requires your attention. Red highlight means that a compliance issue has been identified and reported to ECCC. You can view specific compliance issues by accessing the compliance tab through a specific MD by clicking on either Part A, Part B, Part C, or CDR from the status column. Once you are in a specific MD, you can click on “Compliance” tab located underneath “Movement Document Information”.

When the compliance flag is still yellow, you can address the issue and clear that compliance flag, in that case, ECCC will not be notified. For example, you will receive a yellow compliance flag for an approaching part C submission deadline. If you submit part C before the deadline, the compliance flag will clear itself.

5.4 Data Export

The “Data Export” feature, accessible from the homepage or in the menu bar allows users to export Movement Dashboard data in XML or JSON format.

From “Data Export”, CNMTS provides you with an advanced option to export selected MDs. You can specify the MDs that you want to export. Once you are satisfied with the selection, click on “Review and Export”, then “Export to XML” or “Export to JSON”. A file will be downloaded directly to your computer. This option provides detailed information of each waste line regarding each MD.

5.5 Generate Interprovincial Movement Document

You can generate interprovincial MDs within CNMTS. You can access this feature either from the homepage or from the drop-down list under Movement on the menu bar. There are 2 tabs available under “Generate Interprovincial Movement Document”: “Generate Movement Documents” and “History”.

Generate Movement Documents tab: To obtain an interprovincial MD, enter the organization requesting it, province of origin, the destination, any comments if applicable, and the number of MDs required. Clicking on “Generate Copies” will lead you to the download page that will provide you a download link to blank MDs with a MD number on it.

History tab: You can see all the MDs and the MD numbers requested in the past. If you need to retrieve a MD package previously created or were not able to download those MDs when they were created, please click on the “Request” button. It will display a batch number, send this number to dm-md@ec.gc.ca so that your movement officer can provide you the PDF files.

Please make sure this method meets provincial/territorial regulations and policies. Your organization is responsible for meeting all provincial/territorial requirements related to its shipments of HW or HRM. ECCC does not need to receive a copy of interprovincial movement documents.

5.6 Cancel Movement Document

You have the option to cancel a MD. This option becomes available after a MD number is generated regardless of Part A’s status, and it remains available until Part C is submitted. A MD cancellation page is accessible in 2 ways, either from a particular MD page, or from the “Cancel Movement Document” button located on the homepage.

From a specific MD page, you will find “Cancel Movement Document” button on the top right corner of the page. If you access “Cancel Movement Document” from the homepage, you will have to enter the MD number in the search box.

From the “Cancel Movement Document” page, there are two scenarios: the shipment has not crossed the Canadian border or the shipment has crossed the Canadian border. Choose the one that describes your situation. If the shipment has crossed the Canadian border, a reason must be provided in the text box below the options. There is an optional upload file feature for you to submit any relevant documents. Once you are ready, click on the red button “Cancel Movement Document”. Please note that this step is not reversible, and that cancelling a movement document after a movement has been physically completed, or when the shipment is on the way to its planned destination, is a potential violation of the regulations.

6 Completing a movement document step-by-step

When creating a new MD, options include starting a new MD from the beginning, cloning an existing draft, or cloning a completed MD that was submitted. Cloning a MD will duplicate information from the original MD excluding waste details and shipping details. Click on “Start New Movement Document” from the homepage of CNMTS or Movement Dashboard, or under Movement in the menu bar if you do not wish to clone an existing MD. Please note you cannot clone a MD generated from a return permit.

Once you select a permit, all related permits, if applicable, will appear on the bottom of the page. Most information will be pulled directly from the Manage My Info section and permit(s). You need to complete all 7 tabs in part A, to enable part B and part C. Within three working days after the day on which the shipment is shipped from the facility, Part A of the MD must be provided.

Before you can start the process, you must choose a valid permit. Once the desired permit is identified, click on “Add” to start the MD submission. There are 2 ways to create a new MD from a valid permit:

A validation check is performed each time you click “Save/Continue”. The system will identify any issues on top of the page.

Please note that the same procedure applies to MD for returns when using a return permit.

The following subsections will describe how to fill part A, part B, Part C, CDR (confirmation of disposal or recycling) and will describe the Compliance Tab.

6.1 Movement Document: Part A

Once you chose a valid permit, “Part A” is unlocked. Some information in the MD will be directly pulled from the permit and it will not be possible to modify it.

There are 7 tabs in Part A and MDs can be cloned at any of the 7 tabs to save time for future submissions. Cloned MDs inherit information from the original MD except Tab 3 Waste Details and dates under Tab 5 Shipping Details. Users can also add more related permits and waste lines to a cloned MD. You can delete a MD that is still in draft using the red button “Delete Movement Document”. Once part A is submitted, you will have to cancel the MD as per section 5.6 Cancel Movement Document.

6.1.1 Tab 1: Select Permits

Tab 1 is automatically filled at MD creation but allows adding of related permits onto the same MD.

6.1.2 Tab 2 : Select Waste Lines

Tab 2 allows adding the waste lines from the permit(s) selected in tab 1. You can select one or more waste lines from the list. Each waste line will be a line item on the MD. You can add or remove waste lines until you submit part A of the MD in Tab 7.

6.1.3 Tab 3: Waste Details

Tab 3 displays the information from the waste line(s) selected in Tab 2. Each waste line must be edited individually by clicking on “Edit”. Most waste detail information is pulled directly from the permit; however, some details, for example the quantity shipped, require manual input. Once information is complete, click on “Update Waste Line” to save the information regarding the waste line.

When a waste line has 2 or 3 “Packing Group / Category”, supplementary fields will appear to collect information that will be displayed in an optional shipping document to facilitate compliance with TDGR. Filling the information under those supplementary fields is not mandatory and is not required under XBR. ECCC will not review this specific information. Users are responsible to ensure that the shipping document fully complies with the TDGR.

6.1.4 Tab 4: Shipping Facility/Receiving Facility

Under tab 4, users must provide information regarding shipping and receiving facilities. This information will be displayed on the MD.

6.1.5 Tab 5: Other details

Under tab 5, users must provide the date shipped and the scheduled arrival date. “Additional Reference Numbers” is an optional tool for users. If applicable, users must provide information to fulfill TDGR requirements.

6.1.6 Tab 6: Generate Movement Document Number

Tab 6 displays all the information provided by users. Users can generate a MD number by clicking on the “Generate Movement Document Number” button. Users can still modify certain information after this step.

Once the MD number is generated, the MD and Shipping Document can be printed by clicking respectively the buttons “Print Movement Document” and “Print Shipping Document” right above the tabs “Part C” and “CDR”. While the Movement Document generated will be in PDF format, the Shipping Document will be in Word format, allowing users to amend any information on it.

Upon submission of Tab 6, Tab 7 will be active.

6.1.7 Tab 7: Review and Submit

Under Tab 7, users must review, sign and certify all the information entered for Part A. Once Tab 7 is completed, MD is considered final and can no longer be edited. Users must ensure that all the information entered is accurate.

6.2 Movement Document: Part B

Part B becomes available once the MD number is generated. Part B gathers carrier information. You can access Part B of the MD by clicking on “Part B: x/x” from the Movement Dashboard or by clicking on “Part B” from within the MD itself.

Please note that Part B is mandatory and must be completed before Part C is submitted to the Minister, otherwise it is a potential violation of the regulations.

In Part B, you will find 2 tabs – Tab 1 Select Carriers and Tab 2 Update Carrier Information. Carriers must be added in Tab 1 before moving to Tab 2. To add a carrier, select the carrier from “Carriers Common to All Permits” or from “Carriers from MMI”, and click “Add Selected Carriers”. If a carrier is not authorized in one or more permits, a compliance flag will appear. A carrier that is not authorized for a proposed movement in a corresponding active permit should not be added to a given MD through the Manage My Info section because it is a potential violation of the regulations.

The status of each carrier will be “Draft” by default in the status column. In Tab 2 – Update Carrier Information, you must click on “Edit” for each carrier to specify company information and Customs Offices used for the shipment. Vehicle information is an optional field in CNMTS, but may be mandatory for compliance with all laws and regulations. The MD will only display information for the first two vehicles. Once all the information is entered, click on “Save/Continue” to go to the Submission page. Once you have confirmed the information provided is correct, sign and certify the information before clicking “Submit Carrier to ECCC”. You must complete these steps for each authorized carrier involved.

For imports and exports, once a CDR is submitted, Part B can no longer be modified. For transit through Canada or EIFT movements, the MD must be manually closed by clicking on “Close Movement Document” in Tab 2 of the Part B. For return movements, since no CDR is required, Part B will be locked 60 days after Part C is signed.

In summary, below is all the information in Part B of a MD:

6.3 Movement Document: Part C

Part C becomes available once part A is submitted, but should not be completed and submitted to the Minister before Part B is complete. Part C gathers information from the receiving facility and contains 4 Tabs.

Tab 1 – Update Receiving Facility: records delivery date and confirms receiving facility information. If the shipment arrived at a different facility than the one indicated in Part A, you must indicate it with the option at the bottom of Tab 1. Tab 1 will ask you to choose the correct facility from a drop-down menu, and you can register the new facility information.

Tab 2 – Update Waste Details: records information pertaining to each waste line. Each waste line needs to be edited individually by clicking on the “Edit” button in the “Action” column. You must provide “Quantity Received” at this step. The quantity received may be changed after the receiver formally weighs each waste line. The “Quantity Received” can be changed after submission of Part C within 60 days after delivery or until a CDR is submitted, whichever happens first.

Tab 3 – Upload Documents: allows you to upload any supporting documents you may wish to upload. This tab is an optional tab for you to keep any electronic document (in other words, a scan of the completed MD).

Tab 4 – Review and Submit: summarizes the information from Part C for review and submission. You must enter the name and telephone number of the person who signed Part C at this step, and certify that all the information is accurate and complete before clicking on “Submit”.

Please note that Part C is not required for transit through Canada or EIFT movements.

In summary, below is all the information in Part C of a MD:

  1. If other MDs are used, identify their reference numbers.
  2. The company name, provincial identification number or unique identification number, civic and mailing addresses, e-mail address, and telephone number of the receiver/consignee or the importer/foreign receiver, and the address of the receiving facility of the HW or HRM, if different from that identified in Box 2 of Part A.
  3. The date and time that the shipment of HW or HRM is delivered to the receiving facility.
  4. If the waste or recyclable material is to be transferred to an other authorized facility for a final operation, identify that facility.
  5. The quantity (in kg or L) of and the units of measure used for each HW or HRM received.
  6. The final handling method for each HW or HRM using one of the following codes:

    01    Storage
    02    Thermal Treatment
    03    Chemical Treatment
    04    Physical Treatment
    05    Biological Treatment
    06    Secure Landfill
    07    Recycling
    08    Solidification
    09    Other

  7. For each HW or HRM listed, indicate whether or not the shipment was accepted or refused.
  8. Identify whether the decontamination of packaging or the vehicle used for transport has been carried out for each HW or HRM listed, by writing “yes” or “no” in the appropriate column.
  9. If the handling code identified is “09 other”, specify how the HW or HRM is being handled.
  10. The receiver/consignee’s or the Canadian importer/foreign receiver’s authorized representative shall print their name and telephone number, and sign the form certifying that the information given in Part C is correct and complete.

6.4 Start New CDR

Once Part C of a MD is submitted, the confirmation of disposal or recycling (CDR) tab will become available. The CDR must be provided within 30 days after the day of the disposal or recycling by means of an operation set out in column 2 of Part 1 of Schedule 1 or in column 2 of Part 2 of Schedule 1.

We suggest you access the CDR page by clicking on CDR tab directly from the MD page, or you can click on “CDR: x” from the Movement Dashboard under “Status” column. To submit a new CDR or a subsequent CDR, click on “Start New CDR” from the CDR tab. Alternatively, you can hover your mouse on “Movement” option from the menu bar and choose “Start New CDR”.

If you start a new CDR from the MD itself or Movement Dashboard, all the waste lines from that MD will be automatically selected. “Start New CDR” from the menu bar or homepage will not provide you with any pre-selected waste lines. With either option, you can add waste lines from other shipment by providing MD numbers. Permit number and waste line number are optional.

Once all waste lines are added in the list and all required information is provided, click on “Continue” button to move to the submission page. You must provide the name and telephone number of the person who signed the CDR and certify that the information is correct and complete before you can submit the CDR.

Once the CDR for final operation is submitted for a waste line, that waste line is closed and can no longer be modified. Once the CDR for final operation is submitted for all the waste lines of a MD, that MD will be closed and no further modification will be allowed. Subsequent CDR submission is allowed after submitting CDR for interim operations.
