About the Regulatory Services Platform
The Regulatory Services Platform (RSP) is a new online system from Environment and Climate Change Canada (ECCC). It will replace old tools and paper-based processes using a single, digital portal. The RSP is secure, modern, and built to make things faster and simpler. The RSP helps people and businesses provide information more easily. It also helps ECCC manage data and information more effectively and apply environmental policies more quickly.
The RSP is part of ECCC's Regulatory Service Modernization initiative. The RSP aims to reduce the time, cost, and effort of submitting data and information.
Benefits of using the Regulatory Services Platform
The RSP is:
- Easy to use - with clear steps on how to provide data and information (registration, reporting/submission/notification, permitting, authorization and service fees)
- Secure and digital - designed to keep information and data safe
- Time-saving - replacing manual and out-of-date practices
- Consistent and transparent - uses similar processes for each instrument all in one place
- Delivers results for Canadians – helps ECCC to better protect the environment
How the transition works
ECCC is moving its regulations and other risk management instruments to the RSP in phases. ECCC will add more instruments over time.
What to know
- The end goal is that all regulations and other risk management instruments will be available in the RSP. All other existing processes will be phased out
- If you currently use another ECCC reporting system (like Single Window), you will continue using it until your regulation or risk management instrument moves to the RSP. Please check specific regulations for submission requirements
- ECCC will provide advance notice before adding regulations or risk management instruments to the platform
- You will be given enough time to prepare and start using the RSP
Current features of the Regulatory Services Platform
The following regulations and risk management instruments are now live on the RSP.

- Reduction in the Release of Volatile Organic Compounds (Storage and Loading of Volatile Petroleum Liquids) Regulations

Note: The RSP will continue to add instruments and features, with the expectation that it will allow reporting most of ECCC's regulatory instruments in the coming years.
