General information
Starting in spring 2025, Canadian Armed Forces (CAF) members can use the Logistik Unicorp web-based portal, Combats Online (you are now leaving the Government of Canada website), to order some operational clothing items. Availability of clothing and equipment is being rolled-out in phases, check the Available equipment section for a general list of available items. The operational clothing items are ordered online using points as currency and delivered directly to CAF members. A phased roll-out of operational clothing is being used to ensure availability of items for all CAF members.
Initial operational clothing issue
All CAF members are entitled to a full initial issue of operational clothing and equipment, which is ordered through their supporting Supply Section/Clothing Stores in accordance with supply policies. Allocated points for Combats Online are designed to replace items that are no longer serviceable or to acquire optional items that are not distributed as part of the initial issue. They are not to be used to complete an initial issue for operational clothing. CAF members are entitled to exchanges of items received as part of the initial issue at their local Supply Section/Clothing Stores.
Monitoring
The issuance of operational clothing is strictly monitored and documented on CAF members’ Individual Accounts. CAF members will be notified if issued clothing exceeds the maximum allowances and will be directed to take action in accordance with disposal procedures. If CAF members do not take action to balance their Individual Accounts, then their Combats Online account could be deactivated or locked. Failure to return items after an extended period of time will result in administrative actions being taken.
Point system
Each CAF member is allocated a certain number of points every fiscal year to obtain the operational clothing and accessories required to support their work.
Allocation
Points are allocated depending on a unit’s operational dress of the day categorization: high use, normal use, and low use. Points are calculated to ensure that members have enough to support their operational needs, while also including a contingency to order replacements as needed.
The following is a breakdown of the different point allocations:
- All active CAF members who belong to units categorized as low use or normal use receive an annual point allocation of 300 points every April 1st.
- All active CAF members who belong to units categorized as high use receive an annual point allocation of 300 points every April 1st,and a supplemental allocation of 200 points every October 1st, for an annual total of 500 points.
Unit designations were identified by Senior Environmental Staff and other stakeholders via review of Unit Identification Codes (UIC), dress of the day, and operational requirements.
The point system is automated, but generous enough to accommodate most situations. Should circumstances exist where additional points are required, CAF members are asked to forward a request through their Chain of Command for concurrence and approval through the appropriate authority. The approving authority will submit the request to the Combats Online Administrator for action.
Individual point balances can be found on the Home page once logged into the system.
Changes to a member’s employment
New CAF members will receive the full allotment of points regardless of the date they enter the system. In addition, CAF members moving to a unit categorized as a lower use dress of the day will not lose any points.
CAF member status is based on their status in PeopleSoft and updated twice a month in the web-based system. It is the CAF member's responsibility to confirm their allotment of points, online profile and allocation status. If specific items, such as Regimental/Corps insignias, badges, etc., are missing from a CAF member’s online catalog, it is often due to missing affiliation code(s) in PeopleSoft. CAF members are asked to contact their Orderly Room or Administration Office to ensure the information is corrected and the profiles complete.
CAF members on certain types of Leave of Absence will have their account temporarily deactivated based on their status in PeopleSoft. Once a CAF member’s leave period ends and their status in PeopleSoft is updated, their Combats Online account will be reinstated automatically during the next bi-monthly update. Allocated points will be awarded based on the remaining number of months in the fiscal year. It is recommended that CAF members returning from a Leave of Absence greater than three months contact the Combats Online Administrator to review their online points/entitlements.
Once identified in PeopleSoft, released CAF members will no longer have access to their Combats Online account. However, if a CAF member transfers to another component or re-enrolls within 90 days, their Combats Online account will be reactivated.
Carry-over
The system permits carryover of 500 unspent points and automatically deducts, any amount over this threshold every March 31st. The system regularly collects data on usage figures and points accumulations. The data is then analysed and improvements made that reflect the realities of what CAF members order.
Orders
An annual maximum limit for each article of clothing and accessory has been set and must be respected. This limit also varies between the high, normal and low use categories (for example, units identified as high or normal use will have higher annual entitlements for articles than the low categories). Should circumstances exist where a CAF member requires an item above their allocated annual entitlement or points amount, they are asked to forward a request through their chain of command for concurrence and approval through the appropriate authority. The approving authority will submit the request to the Combats Online Administrator for action.
CAF members deployed on operations should exchange or replenish items through the deployed Supply Section/Clothing Stores.
Nametape
CAF members can order replacement nametape on Combats Online. The name that will appear on the nametape is the CAF member’s last name as it appears in PeopleSoft, and can be verified on the Combats Online website. CAF members will not be able to adjust names at the time of order. If an amendment is required (name change, addition/removal of a hyphen, etc.), CAF members should send a request through their Chain of Command to seek approval. The updated name will be captured on the following update from Peoplesoft.
Delivery information
Clothing and accessories are sent via expedited parcel and require a signature to complete delivery. The expected delivery timeline within Canada is 10 business days, 20 business days within North America, and 30 business days overseas.
The payment of customs and duties on items shipped to addresses outside of Canada are the responsibility of the CAF member. It is recommended that if a CAF member is posted outside Canada (OUTCAN), they use an OUTCAN mailing address, such as Belleville or Global Affairs Canada (GAC).
Exchanges and returns
Items that arrive damaged or the wrong size can be exchanged through a no-hassle return policy. To make exchanges call Logistik Unicorp at 1-888-326-8688 to initiate the exchange process and for further information.
Only unused items will be accepted for exchange. Requests to exchange items must be made within one (1) year of the date of order shipment. Items must be returned in new condition for resale. Logistik Unicorp reserves the right to reject any returned item if it is in poor condition. If returned items show signs of significant wear or any other factor that renders the item unacceptable for resale, the item will not be accepted for return and will be returned to the member without credit.
Note: Items ordered online items cannot be exchanged at your local Supply Section/Clothing Stores. If your query remains unresolved, you can contact the Combats Online Administrator for further assistance.
Disposal
Disposal of operational clothing must be completed in accordance with the Supply Administration Manual (accessible only on the National Defence network). CAF members will return all worn operational clothing items* to their local Supply Section/Clothing Stores where the item will be removed from their Individual Account. CAF members are not authorized to dispose of operational clothing on their own accord.
*For health and safety reasons, items must be cleaned before being returned to Supply Section/Clothing Stores.
Available equipment
Items will vary between individuals based on their rank, element, unit of employment, and operational requirements. Phase One of Combats Online will contain the following items:
- Badges, patches & insignia (nametapes, rank, organization, trade, skills, etc.)
- Balaclava – Canadian Army
- Base layers (tops, bottoms, drawers) – Canadian Army
- Belt
- Toque – Canadian Army
- Laces
- Neck gaiter – Canadian Army
- Socks
- Undershirt
- Underwear
*Combat uniforms (CADPAT and Naval Enhanced Combat Uniform), hijabs, and kippahs will not be available via Combats Online until Phase Two of the project. Similarly, the toque, balaclava, neck gaiter, and base layers for the Royal Canadian Air Force will also not be available until Phase Two. CAF members are to continue to visit their local Supply Section/Clothing Stores for these items.*
If an operational clothing item is not listed on a CAF members account, they are advised to seek assistance through their chain of command and if required contact their local Supply Section/Clothing Stores for availability.
