Canadian Dental Care Plan (CDCP): Claims Verification Program
Description
This Privacy Impact Assessment (PIA) evaluates the privacy implications of CDCP's Claims Verification Program (CVP), administered by Health Canada and/or Sun Life Financial Inc. (Sun Life) on behalf of Health Canada.
The CVP aims to reduce the risk of financial loss from inappropriate claiming activities or non-compliance with CDCP Claims Processing and Payment Terms by CDCP providers. This program plays a critical role in ensuring accountability and the proper use of public funds.
Why a Privacy Impact Assessment was completed
Section C.2.2.9 of the Treasury Board of Canada (TBS) Directive on Privacy Practices requires Health Canada to complete a PIA prior to undertaking a new program or activity that could involve the creation, use, disclosure, retention or disposal of personal information.
Additional information
Health Canada identified 8 risks in this PIA. These risks involve completing the required security assessments of systems and processes, ensuring proper separation of CDCP data from non-CDCP data, and updating procedures and policies to include privacy considerations. Health Canada must also update its CDCP personal information bank to fully reflect CVP activities, and revise privacy notices to comply with the TBS Directive on Privacy Practices. To address these risks, Health Canada has developed an action plan with a target completion date by the end of the 2025-2026 fiscal year.
