Disclosure of exceptions approved by a minister under sections 5.3.7 and 5.3.8 of the Policy on transfer payments

There is a requirement to disclose exceptions approved by a minister under sections 5.3.7 and 5.3.8 of the Policy on Transfer Payments (6.3.7 and 6.3.8 prior to April 4, 2022, when the Policy was last updated) in a transparent manner and subject to public scrutiny. The deputy head is to ensure public disclosure.

Section 5.3.7

The Minister has approved the following exceptions to terms and conditions to provide transfer payments to individual recipients in excess of the maximum amounts authorized by approved terms and conditions.

The Canadian Foundation for Healthcare Improvement (CFHI) works with partners to accelerate the identification, spread and scale of proven innovations that sustain improvements in patient experience, health, work life of healthcare providers and value-for-money. The maximum amount authorized by the terms and conditions of the program is $17M per year.

The Minister, under section 6.3.7 of the Treasury Board Policy on Transfer Payments, has authorized an increase to the contribution agreement with CFHI of $2,050,000 in 2020-21 to support its work in helping long-term care and retirement homes strengthen their preparedness and response to the COVID-19 pandemic.

Healthcare Excellence Canada July 2, 2021 $26,300,000 in 2021-22 $1,000,000 3.8%

Healthcare Excellence Canada (HEC) works with patients and other partners to deliver lasting improvement in patient safety and experience, work life of healthcare providers, value for money and the health of Canadians. The maximum amount payable authorized by the terms and conditions of the program is $26.3M in 2021-22.

The Minister, under section 6.3.7 of the Treasury Board Policy on Transfer Payments, has authorized an increase to the contribution agreement with HEC of $1,000,000 in 2021-22 to support its work in helping long-term care and retirement homes strengthen their preparedness and response to the COVID-19 pandemic.

The Minister, under section 6.3.7 of the Treasury Board Policy on Transfer Payments, has authorized an increase to the contribution agreement with HEC of $1,100,000 in 2021-22 to support its work in helping long-term care and retirement homes strengthen their preparedness and response to the COVID-19 pandemic. This is the second exception this fiscal year, for a total increase of 7.9%.

Canada Health Infoway November 10, 2022 $47,700,000 in 2022-23 $919,000 1.9%

Canada Health Infoway (Infoway) works with provinces and territories and other partners to help accelerate the development and adoption of digital health technologies, drive health innovation, and improve health outcomes. The maximum amount authorized by the terms and conditions of the program is $47.7M in 2022-23.

The Minister, under section 5.3.7 of the Treasury Board Policy on Transfer Payments, has authorized an increase to the contribution agreement with Infoway of $919,000 in 2022-23 to support its work in helping to advance public health measures through digital health technologies and analyze pharmaceutical e-prescribing data. This is an increase of 1.9%.

Canadian Institute for Health Information February 28, 2023 $101,746,294 in 2023-24 $7,100,000 7%

The Canadian Institute for Health Information (CIHI) provides comparable and actionable data and information that are used to accelerate improvements in health care, health system performance and population health across Canada. The maximum amount authorized by the terms and conditions of the program is $101,746,294 in 2023-24.

The Minister, under section 5.3.7 of the Treasury Board Policy on Transfer Payments, has authorized an increase to the Contribution Agreement with CIHI of over $7,100,000 in 2023-24 to support its work on addressing pharmaceutical data needs and enhancing the evidence base for implementing the objectives of Canadian Drug Agency Transition Office and the Drugs for Rare Diseases Strategy, and advancing the Data Pathways for Public Health pilot project. This is an increase of 7%.

Section 5.3.8
