Notice of Intent — Measures under consideration to modernize tobacco and vaping products information reporting requirements

Opened on March 2, 2024 and will close to new input on May 1, 2024.
Health Canada published in the Canada Gazette, Part 1, a Notice of Intent – Measures Under Consideration to Modernize Tobacco and Vaping Product Information Reporting Requirements (Notice of Intent).
Health Canada is seeking comments from interested parties on measures under consideration that would:
- Consolidate the Tobacco Reporting Regulations and the Vaping Products Reporting Regulations into a single set of regulations
- Modernize and streamline the existing reporting requirements for tobacco products
- Add new information reporting requirements for manufacturers of tobacco and vaping products
A Technical Document (mentioned in the Notice of Intent) describing the measures under consideration is available from Health Canada on request.
The goal of the consultation is to gather comments that will inform the development of future reporting regulations. This would help Health Canada better support the objectives of the Tobacco and Vaping Products Act and tobacco control activities taken to advance Canada's Tobacco Strategy.

- Prepare your comments by referring to the proposals listed in the Technical Document.
- Email us your comments at pregs@hc-sc.gc.ca with "Consultation– Reporting 2024" in the subject line.
3. Participate by mail
Send a letter with your comments referring to the proposals listed in the Technical Document to the address in the contact information below.
You must declare any perceived or actual conflicts of interest with the tobacco industry when providing input to this consultation. If you are part of the tobacco industry, an affiliated organization or an individual acting on its behalf, you must clearly state so in your submission.
Health Canada is also interested in being made aware of perceived or actual conflicts of interest with the vaping and/or pharmaceutical industry. Therefore, please declare any perceived or actual conflicts of interest, if applicable, when providing input. If you are a member of the vaping and/or pharmaceutical industry, an affiliated organization or an individual acting on their behalf, you are asked to clearly state so in your submission.
All comments must be received by May 1, 2024.
