Health Canada is seeking feedback on the proposed phased implementation of the incorporated by reference (IbR) list under the proposed Ministerial Reliance Order (Order). This includes feedback on the development and updating of the IbR list, as well as the high-level categories proposed for Phase 1.

Key questions for discussion
Through this consultation, Health Canada is seeking feedback on:
- the proposed approach to developing and updating the IbR list
- the proposed categories for inclusion in Phase 1 and
- considerations that should inform future phases of the IbR list
Input received will be used to inform next steps related to the management of the list, including the approach to consultation for Phase 2 of the IbR list. This will help ensure that the policy for populating the IbR list is informed by and responsive to industry, downstream partners such as provinces and territories, other interested stakeholders and the public.
