External Review of Pan-Canadian Health Organizations:
Guidelines and Questions for Stakeholders

On October 3, 2017, the Honourable Ginette Petitpas Taylor, federal Minister of Health announced an external review of the eight federally funded pan-Canadian health organizations (PCHOs). This review will be undertaken by two recognized health policy experts, Dr. Pierre-Gerlier Forest and Dr. Danielle Martin, who have been asked to explore the future role of these organizations in light of a number of critical challenges and priorities facing the health system.

As part of this work, the advisors want to hear from stakeholders on their views on specific issues relevant to the review. Organizations and individuals are welcome to respond to one or all of the focused questions set out below and to provide your say on this initiative.

What are Pan-Canadian Health Organizations?

The federal government currently funds eight PCHOs, each with a mandate to address a specific aspect of the Canadian health care system. These organizations work closely with the federal, provincial and territorial governments, decision-makers, health care providers, researchers, patients and the public to advance their mandates:

Why do we want to hear from you?

The advisors would like to hear from individuals and stakeholders on their experiences and interactions with the PCHOs and whether and how these organizations can advance federal and pan-Canadian health care goals in the future.

A series of questions are set out below. Feel free to answer some or all of them, but please note that your submission must be no longer than five (5) pages (maximum 2000 words) (not including appendices), 12 point font (arial). Once completed please send your submission to the Health Canada Secretariat supporting this external review.

Guiding Questions

You are invited to answer one or more of the following questions with respect to the external review of the eight pan-Canadian health organizations (PCHOs).

The advisors are interested in learning more about the extent to which individual PCHOs and/or the suite of PCHOs as currently structured meet the future needs of the health system.

The advisors recognize that the PCHOs have a proven track record of working across jurisdictions and with key actors. They also appreciate the importance of the priority areas in which the PCHOs operate. It is therefore not necessary to address these issues in your responses to the below questions.

Questions for submission

  • Based on your experience and interactions with one or more of the PCHOs, what are the major strengths and successes of the organization(s) in advancing federal and pan-Canadian health system priorities?
  • Based on your experience and interactions with one or more of these organizations, what are the major weaknesses and gaps of the organization(s) in advancing federal and pan-Canadian health system priorities?
  • How can the suite of PCHOs work better together with partners such as governments, researchers, patients and the private sector to improve their effectiveness and impact in the Canadian health care system?
  • How well, in your view, do the PCHOs function as a group? Where are the synergies and the gaps? How well do they, as a group, advance key priorities for the health system?
  • Do you have other viewpoints on the role and the impact of the PCHOs in supporting Canadian health priorities that you’d like share?
