Compliance and enforcement report: Cannabis inspection data summary 2025 to 2026
In fiscal year 2025-26, Health Canada conducted inspections in accordance with the cannabis program's risk-based approach and focused on activities that represented the highest risk to public health and public safety. We continue to conduct inspections, and compliance verifications of commercial cannabis licence holders as well as inspections of individuals registered for personal and designated production of cannabis for medical purposes. We continue to strengthen our oversight to reduce the risk of misuse of the cannabis for medical purposes framework, while maintaining reasonable access to cannabis for medical purposes for the people in Canada.
This summary includes results for cannabis inspections conducted from April 1, 2025 to March 31, 2026. During this fiscal year, we conducted 902 inspections (Figure 1), including 229 inspections of registered personal and designated production of cannabis for medical purposes. Also, we completed 191 additional activities, such as sampling, seizure and detention, and destruction (Figure 2).
During this fiscal year, we issued 29 non-compliant inspection reports to licence holders. Examples of issues observed included:
- not conducting activities as per their responsibilities
- non-compliances related to good production practices
- unsatisfactory retention of documents and information
