Introduction:

A meeting was held at the request of Henry Boyd, Legal Counsel for the SGCG to discuss the consultation process for the proposed Tobacco Products Regulations (Plain and Standardized Appearance) and to arrange a subsequent meeting to clarify technical aspects of the proposed regulations and the Tobacco and Vaping Products Act.

The Chair opened the meeting by doing round table introductions.

HC reiterated its international obligation to protect tobacco control policies from the vested interests of the tobacco industry. In addition, in the interest of transparency, the department stated that it would be making a record of the meeting publicly available.

Consultation process following publication in Canada Gazette, Part I:

The SGCG representative asked the following questions related to the consultation process:

  • When did the 75 day consultation begin and when does it end?
  • When will the department review submissions? How long will the analysis take?
  • Will the government publish a summary of the results prior to publication in Canada Gazette, Part II?

HC indicated that the proposed Tobacco Products Regulations (Plain and Standardized Appearance) were published in Canada Gazette, Part I on June 23, 2018 which initiated the 75-day public consultation process that closes on September 6, 2018.

HC noted that the Department is reviewing submissions as they are received but will conduct a more fulsome analysis once the consultation ends and a timeframe for this analysis is contingent upon the quantity and nature of the submissions.

HC also indicated that a summary of the consultation will be prepared and published as part of the final publication of the regulations in Canada Gazette, Part II, similar to previous consultations.

Request for a subsequent meeting:

The representative from the SGCG requested a subsequent meeting to discuss technical aspects of the Tobacco and Vaping Products Act and the proposed Tobacco Products Regulations (Plain and Standardized Appearance).

The Chair indicated that a meeting could be scheduled between July 27, 2018 and August 10, 2018 to address the technical elements. The Chair also noted that HC's Legal Counsel may be invited to speak to the legislation and proposed regulations.

Conclusion:

The meeting was then concluded.
