Supervised consumption sites: Status of applications
Below you will find supervised consumption sites and services and the status of applications received by Health Canada.
If you want to operate a supervised consumption site for medical purposes in Canada, you must first obtain an exemption under section 56.1 of the Controlled Drugs and Substances Act. Find information about how to apply for a supervised consumption site.
As part of an application for an exemption for an SCS, applicants must fulfil certain requirements, including conducting community consultations and providing a report of these consultations. In addition, applicants are required to provide evidence of local conditions supporting the need for the site. This may include, but is not limited to, an analysis of the intended health and safety impact of a proposed site on the target client population, general public, and local area.
To apply to renew an exemption, sites must include updated information or changes since their initial application, including information on community engagement, sources of funding, the public health impacts of the activities of site, and any updates to operations, policies and procedures. Sites are responsible for conducting community engagement throughout the exemption period.

Open applications
Each proposed supervised consumption site in the list below has a pending application for an exemption under section 56.1 of the Controlled Drugs and Substances Act. An application must be completed and an exemption must be granted before a proposed supervised consumption site can offer services to the public. A completed application must include key information related to policies and procedures, personnel, local conditions, community consultations and finances.

Glossary
- Authorized services

Depending on the site, it may be authorized to permit the use of substances by:
- injection
- inhalation (smoking)
- oral (swallowing) and intranasal (snorting)
- peer assistance
Drug checking is also an authorized service at some sites.
- Awaiting key information before decision can be taken
- Required information related to such aspects as policies and procedures, personnel, local conditions, community consultations and finances has not yet been submitted or requires clarification or additional information.
- Currently offering services
- The site holds a valid exemption from Health Canada and is presently open to the public.
- Decision stage
- The applicant has provided all required information and the application is considered complete. A decision can be rendered.
- Drug checking
- Drug checking is a harm reduction measure where people have their drugs tested to find out what is in them, including if they contain toxic or unexpected and potent substances, like fentanyl.
- Exempted
- In Canada, activities with controlled substances are generally prohibited under the Controlled Drugs and Substances Act. To operate a supervised consumption site for medical purposes in Canada, an exemption under section 56.1 of the Act is necessary. Holding an exemption does not necessarily mean the site is open to the public yet.
- In renewal
- The applicant has submitted an application to renew their exemption, which is set to expire shortly. The renewal process is a shorter process in which Health Canada reviews compliance and any changes to the site.
- Interim site
- Interim sites are used to address an urgent need while approved permanent sites undergo renovations. Applicants who apply for an interim site have already completed the full review process and have received an exemption from Health Canada to operate a permanent supervised consumption site. An interim site exemption expires after the permanent site opens to the public.
- Peer assistance
- Peer assistance in a supervised consumption site refers to one person providing assistance to another in the course of preparing and consuming drugs. Those requiring peer assistance often include women, people with disabilities or illness, and other vulnerable populations. Friends or other clients may help assist, but employees of a supervised consumption site do not directly administer the drugs.
- Review stage
- The application is thoroughly examined to determine whether the information is complete and clear. When the application is deemed complete, the applicant is notified that the application has been deemed complete. A final decision will be made after this stage.
- Screening stage
- The applicant's submission has been received and is being examined to verify whether it contains sufficient information for Health Canada to review the application.
