The purpose of the College of Immigration and Citizenship Consultants (the College) is to regulate immigration and citizenship consultants in the public interest and protect the public. While Immigration, Refugees and Citizenship Canada (IRCC) maintains oversight to ensure public protection, the College operates as an independent institution. IRCC is seeking applicants for the position of Director to the board of directors (the Board) of the College.
The Board supervises the management of the College’s affairs. At present, the College is governed by a transitional Board of nine directors: five non-licensees appointed by the Minister of Immigration, Refugees and Citizenship Canada and four licensees of the College elected by their peers.
Directors participate in College Board meetings, the College’s Annual General Meeting, and any other activity outlined in College by-laws.
This is a selection process for directors appointed by the Minister of Immigration, Refugees and Citizenship Canada.

Education and Experience
To be considered, please include a curriculum vitae and cover letter that clearly demonstrate how you meet the following requirements:
- A degree from a recognized university in a relevant field of study, or an acceptable combination of equivalent education, job-related training, or experience;
- A professional accounting designation (CPA), a law degree, or graduate-level degree in business or public administration would be considered an asset;
- Experience serving as a member of a board of a public, private, or not-for-profit sector organization, or serving as a member of a departmental audit committee;
- Experience in implementing modern corporate governance principles and best practices in a culture of accountability and transparency;
- Experience in making decisions that require balancing conflicting considerations in at least one of the following areas: self-regulatory bodies; human resources; accounting and financial controls; project management; community relations; immigration or citizenship matters; stakeholder engagement; public relations; or public policy development; and
- Experience in the interpretation and application of legislation or regulations in a professional environment such as school, work, volunteer or board capacity.
Knowledge, Skills and Abilities
If you move on to the next stage of the selection process, the following criteria will be assessed:
- Strong understanding of modern professional regulation frameworks;
- Knowledge of current best practices in board/corporate governance;
- Knowledge of the roles and responsibilities of a member of a board including understanding of the principles of sound governance and business practices, corporate planning, monitoring, reporting and evaluation of corporate performance;
- Knowledge of rules of professional conduct and responsibility related to board membership, whether gained as being a member of a regulated profession or through education or research;
- Knowledge of immigration law, including the Immigration and Refugee Protection Actand the Citizenship Act, and the role of immigration and citizenship consultants, would be considered an asset;
- Ability to discuss, foster discussion, facilitate consensus and manage conflicts in a professional setting such as school, work, volunteer or board capacity;
- Ability to develop effective working relationships in a professional setting such as school, work, volunteer or board capacity ;
- Superior communication skills, both written and oral; and
- Ability to manage communications with a variety of stakeholders.
Language Requirements
Proficiency in both of Canada’s official languages would be preferred. One position will be designated “bilingual” (English/French). Second official language proficiency may be assessed.

- If you are appointed to this position, you must not be a licensee of the College (statutory).
- If you are appointed to this position, you must not be employed in any capacity in the federal public administration (statutory).
Directors will be required to attend Board meetings on a regular basis throughout the year and may be required to travel.
Directors will be remunerated in accordance with the College’s Board and Committee Member Compensation Policy (PDF, 0.13 MB).
You are expected to comply with the Ethical and Political Activity Guidelines for Public Office Holders as though you are a Public Office Holder throughout your appointment as a term and condition of your appointment.
