Minister’s message
I am pleased to present Immigration, Refugees and Citizenship Canada’s report on fees for 2022–23.
The Service Fees Act provides a modern legislative framework that enables cost-effective delivery of services and, through better reporting to Parliament, improves transparency and oversight.
As with previous reports, we have included a comprehensive breakdown of individual fees under the department’s authority, along with anticipated adjustments, service standard, performance result and remissions. This information provides additional context on each fee, in the spirit of open and transparent fee management.
In 2022-23, IRCC saw an increase in revenues in immigration service fees mainly attributable to the resumption of IRCC’s normal operations following the COVID-19 pandemic and increased processing to reduce the inventory of unprocessed applications accumulated during the pandemic. IRCC has not only emerged from COVID-19 pandemic, but has also exceeded pre-pandemic levels with the most notable increases in passport and citizenship program. The lifting of the travel restrictions related to the pandemic resulted in a significantly higher demand for travel documents this fiscal year and the efforts made by the citizenship program to significantly reduce the inventory backlogs created during the pandemic have impacted positively IRCC’s revenues.
It is essential to recognize that the past few years have presented unprecedented challenges for Canada. While we continue to grapple with the lingering effects of the COVID-19 pandemic, we remain steadfast in our commitment to support those affected by international conflict worldwide. Canada, as a nation committed to peace, stability, and human rights, remains dedicated to supporting those affected by geopolitical challenges and facing humanitarian crises. We stand firm in our responsibility to provide assistance and protection to those seeking refuge and safety.
I welcome the increased transparency and oversight that the Service Fees Act’s reporting regime embodies.

About this report
This report, which is tabled under section 20 of the Service Fees Act, the Low‑Materiality Fees Regulations, and subsection 4.2.8 of the Treasury Board Directive on Charging and Special Financial Authorities, contains information about the fees Immigration, Refugees and Citizenship Canada had the authority to set in fiscal year 2022–23. Footnote 1
The report covers fees that are subject to the Service Fees Act and exempted from the Service Fees Act.
For reporting purposes, fees are categorized by fee-setting mechanism. There are three mechanisms:
- Act, regulation or fees notice
The authority to set these fees is delegated to a department, minister or Governor in Council pursuant to an act of Parliament.
- Contract
Ministers have the inherent authority to enter into contracts, which are usually negotiated between the minister and an individual or organization, and which cover fees and other terms and conditions. In some cases, that authority may also be provided by an act of Parliament.
- Market rate or auction
The authority to set these fees is pursuant to an act of Parliament or a regulation, and the minister, department or Governor in Council has no control over the fee amount.
For fees set by act, regulation or fees notice, the report provides totals for fee groupings, as well as detailed information for each fee. Immigration, Refugees and Citizenship Canada did not have fees set contract, market rate or auction.
Although the fees Immigration, Refugees and Citizenship Canada charges under the Access to Information Act were subject to the Service Fees Act, they are not included in this report. Information on Immigration, Refugees and Citizenship Canada’s access to information fees for 2022–23 is in our annual report to Parliament on the administration of the Access to Information Act.
Remissions
In 2022–23, Immigration, Refugees and Citizenship Canada was subject to the requirements to issue remissions under section 7 of the Service Fees Act and subsection 4.2.4 of the Treasury Board Directive on Charging and Special Financial Authorities to remit a fee, in whole or in part, to a fee payer when a service standard was not met. Immigration, Refugees and Citizenship Canada’s remission policy and procedures, pursuant to the Service Fees Act, are on the following web page: Departmental Remission Policy Pursuant to the Service Fees Act.
In 2022–23, Immigration, Refugees and Citizenship Canada issued remissions under the Financial Administration Act. These remissions may have been for reasons other than not meeting a service standard.
The Passport and Other Travel Document Services Fees Regulations (SOR/2012-253) provides the authority to remit and was issued on November 30, 2012.
In 2022–23, Immigration, Refugees and Citizenship Canada also issued remissions under its enabling legislation. These remissions may have been for reasons other than not meeting a service standard.
The authority to remit is delegated in Immigration and Refugee Protection Act (section 25.2), and is detailed in the Immigration and Refugee Protection Regulations (SOR/2002-227).
The other sections of this report provide detailed amounts for Immigration, Refugees and Citizenship Canada’s remissions for 2022–23.
