I am pleased to present Immigration, Refugees and Citizenship Canada’s report on fees for 2023–24.

The Service Fees Act provides a modern legislative framework that enables cost-effective delivery of services and, through better reporting to Parliament, improves transparency and oversight.

As with previous reports, we have included a comprehensive breakdown of individual fees under the department’s authority, along with anticipated adjustments, service standard, performance result and remissions. This information provides additional context on each fee, in the spirit of open and transparent fee management.

In 2023-24, Immigration, Refugees and Citizenship Canada saw an increase in revenues compared to the previous fiscal year, notably in passport fees associated to a surge in passport renewal applications following the expiration of the first set of 10-year passports in 2023. Increased revenues in 2023-24 can also be attributed to higher demand and issuance of temporary resident immigration documents. We have been through a period of significant change in just a few short years. At the start of the pandemic, we saw the unprecedented closing of our borders and a halt on the flow of goods and people. As we emerged from the pandemic, Canada faced severe labour shortages. We took steps and adapted with new and temporary measures. These actions were necessary to support the urgent needs of businesses and our economy, to prevent a recession and to help us navigate that challenging period. The Department took various efforts towards facilitating visitors to Canada in the 2023-24 fiscal year, including the expansion of the electronic travel authorization program to new countries. Additionally, humanitarian based public policies were put in place to assist nationals of countries in crises, most notably Ukraine, Iran, Türkiye and Syria, as well as Gaza and Sudan. Canada, as a nation committed to peace, stability, and human rights, remains dedicated to supporting those affected by geopolitical challenges and facing humanitarian crises. We stand firm in our responsibility to provide assistance and protection to those seeking refuge and safety.

I welcome the increased transparency and oversight that the Service Fees Act’s reporting regime embodies.

About this report

This report, which is tabled under section 20 of the Service Fees Act, the Low-Materiality Fees Regulations, and subsection 4.2.9 of the Treasury Board Directive on Charging and Special Financial Authorities, contains information about the fees Immigration, Refugees and Citizenship Canada had the authority to charge in fiscal year 2023–24.Footnote 1

The report covers fees that are subject to the Service Fees Act and exempted from the Service Fees Act.

For reporting purposes, fees are categorized by fee-setting mechanism. There are three mechanisms:

  1. Act, regulation or fees notice
    The authority to set these fees is delegated to a department, minister or Governor in Council pursuant to an act of Parliament.

  2. Contract
    Ministers have the inherent authority to enter into contracts, which are usually negotiated between the minister and an individual or organization, and which cover fees and other terms and conditions. In some cases, that authority may also be provided by an act of Parliament.

  3. Market rate or auction
    The authority to set these fees comes from an act of Parliament or a regulation, and the minister, department or Governor in Council has no control in determining the fee amount.

For fees set by act, regulation or fees notice, the report provides totals for fee groupings, as well as detailed information for each fee. Immigration, Refugees and Citizenship Canada did not have fees set by contract, market rate or auction.

Fees charged by Immigration, Refugees and Citizenship Canada under the Access to Information Act are not subject to the Service Fees Act and are not included in this report. Information on Immigration, Refugees and Citizenship Canada’s access to information fees can be found in our annual report to Parliament on the administration of the Access to Information Act.

Remissions

In 2023–24, Immigration, Refugees and Citizenship Canada was subject to the requirements to issue remissions under section 7 of the Service Fees Act and subsection 4.2.4 of the Treasury Board Directive on Charging and Special Financial Authorities to remit a fee, in whole or in part, to a fee payer when a service standard was not met. Immigration, Refugees and Citizenship Canada’s remission policy and procedures, pursuant to the Service Fees Act, are on the following web page: Departmental Remission Policy Pursuant to the Service Fees Act.

In 2023–24, Immigration, Refugees and Citizenship Canada issued remissions under the Financial Administration Act. These remissions may have been for reasons other than not meeting a service standard.

The Passport and Other Travel Document Services Fees Regulations (SOR/2012-253) provides the authority to remit and was issued on November 30, 2012.

The Certain Fees Paid or Payable for the Acquisition of Permanent Resident Status, Travel Document Services and Consular Services (Resettlement from Afghanistan) Remission Order (SI/2023-23) provides the authority to remit and was issued on July 5, 2023.

In 2023–24, Immigration, Refugees and Citizenship Canada also issued remissions under its enabling legislation. These remissions may have been for reasons other than not meeting a service standard.

The authority to remit is delegated in the Immigration and Refugee Protection Act (section 25.2), and is detailed in the Immigration and Refugee Protection Regulations (SOR/2002-227).

The other sections of this report provide detailed amounts for Immigration, Refugees and Citizenship Canada’s remissions for 2023–24.
