Minister’s message
I am pleased to present Immigration, Refugees and Citizenship Canada’s (IRCC) report on fees for 2024–25.
The Service Fees Act provides a modern legislative framework that enables cost-effective delivery of services and, through better reporting to Parliament, improves transparency and oversight.
As with previous reports, we have included a comprehensive breakdown of individual fees under the department’s authority, along with anticipated adjustments, service standards, performance results and remissions. This information provides additional context on each fee, in the spirit of open and transparent fee management.
IRCC has over 70 user fees set by act, regulation or fees notice, and have been established in the Regulations pursuant to the Immigration and Refugees Protection Act, the Citizenship Act and the Financial Administration Act, including the Passport and Other Travel Document Services Fees Regulations. While the majority of IRCC’s fees are service fees, the department also charges some regulatory fees which grant a right or a privilege, or support the regulation of a fee scheme. These fees are charged in relation to applications for Temporary Residence, Permanent Residence, Citizenship, Passport and other travel documents, and other immigration-related services.
In 2024-25, IRCC saw a slight decrease in fee revenue compared to the previous fiscal year. This is due to the imposition of intake caps on temporary workers and international students to support the goal of reducing non-permanent residents, combined with a reduction in permanent residence. In a period of worldwide instability, we are making adjustments to keep immigration at sustainable levels while working closely with partners to attract the best and brightest to fuel our economy and drive Canada’s long-term prosperity, while maintaining our support of those facing humanitarian crises.
I welcome the increased transparency and oversight that the Service Fees Act’s reporting regime embodies.

About this report
This report, which is tabled under section 20 of the Service Fees Act, the Low‑Materiality Fees Regulations, and subsection 4.2.9 of the Treasury Board Directive on Charging and Special Financial Authorities, contains information about the fees IRCC had the authority to charge in fiscal year 2024–25.
The report covers fees that are subject to the Service Fees Act and exempted from the Service Fees Act.
For reporting purposes, fees are categorized by fee-setting mechanism. There are three mechanisms:
Act, regulation or fees notice
The authority to set these fees is delegated to a department, minister or Governor in Council pursuant to an act of Parliament.
Contract
Ministers have the inherent authority to enter into contracts, which are usually negotiated between the minister and an individual or organization, and which cover fees and other terms and conditions. In some cases, that authority may also be provided by an act of Parliament.
Market rate or auction
The authority to set these fees comes from an act of Parliament or a regulation, and the minister, department or Governor in Council has no control in determining the fee amount.
For fees set by act, regulation or fees notice, the report provides totals for fee groupings, as well as detailed information for each fee. IRCC did not have fees set by contract, market rate or auction.
Fees charged by IRCC under the Access to Information Act are not subject to the Service Fees Act and are not included in this report. Information on IRCC’s access to information fees can be found in our annual report to Parliament on the administration of the Access to Information Act.
Remissions
Service Fees Act authority
In 2024–25, IRCC was subject to the requirements to issue remissions under section 7 of the Service Fees Act and subsection 4.2.4 of the Treasury Board Directive on Charging and Special Financial Authorities to remit a fee, in whole or in part, to a fee payer when a service standard was not met. Financial Administration Act authority
In 2024–25, IRCC issued remissions under the Financial Administration Act. These remissions may have been for reasons other than not meeting a service standard.
The Passport and Other Travel Document Services Fees Regulations (SOR/2012-253) provides the authority to remit and was issued on November 30, 2012.
The Remission Order in Respect of Certain Fees for the Issuance of Identity and Travel Documents (Hurricane Fiona) (SI/2024-17) provides the authority to remit and was issued on May 8, 2024.
The Remission Order in Respect of Certain Fees for the Issuance of Identity and Travel Documents (2021 British Columbia Floods) (SI/2024-18) provides the authority to remit and was issued on May 8, 2024.
The Remission Order in Respect of Certain Fees for the Issuance of Identity and Travel Documents (Port of Beirut Explosions) (SI/2024-19) provides the authority to remit and was issued on May 8, 2024.
The Remission Order in Respect of Certain Fees for the Issuance of Identity and Travel Documents (Russian Invasion of Ukraine) (SI/2024-20) provides the authority to remit and was issued on May 8, 2024.
The Certain Fees in Respect of the Issuance of Replacement Documents (2024 Wildfires) Remission Order (SI/2024-36) provides the authority to remit and was issued on July 31, 2024.
The Certain Fees in Respect of the Issuance of Temporary Resident Visas for Certain Extended Family (Crisis in Gaza) Remission Order (SI/2024-67) provides the authority to remit and was issued on December 18, 2024.
Enabling legislation
In 2024–25, IRCC also issued remissions under its enabling legislation. These remissions may have been for reasons other than not meeting a service standard.
The authority to remit is delegated in the Immigration and Refugee Protection Act (section 25.2) and is detailed in the Immigration and Refugee Protection Regulations (SOR/2002-227).
The other sections of this report provide detailed amounts for IRCC’s remissions for 2024–25.
