Dear Sir/Madam:
This refers to your application for permanent residence in Canada in the Federal Skilled Worker class.
The Centralized Intake Office (CIO) in Sydney, Nova Scotia, informed you on [insert date] that you had 120 days from that date to submit a complete application, with all required forms and supporting documents, to our office. You were also informed that if you did not do so within the 120 day deadline, we would complete the eligibility determination on the basis of the information on file.
To date, you have not provided a complete application and supporting documents. I have determined your eligibility on the basis of the information on file. I am not satisfied there is sufficient evidence you are eligible, according to the Ministerial Instructions of November 28, 2008, to have your application placed into processing. This negative determination of eligibility for processing is final and your file has been closed.
The CIO has been notified that the certified instrument you submitted with your application to that office has not been cleared by the bank. As a result, your application fees have not been paid, and no refund will be issued.
If you are interested in immigrating to Canada in the Federal Skilled Worker class in the future, a new application for permanent residence should be sent to the CIO along with a new application fee. Your application will be assessed against the requirements in effect at that time.

This refers to your application for a permanent resident visa under the Federal Skilled Worker class.
The application you submitted to the Centralized Intake Office (CIO) in Sydney, Nova Scotia, Canada, included payment of the application fees in the form of a certified bank instrument in Canadian dollars. We have since been informed that your instrument has not cleared the bank.
Your applications fees have thus not been paid.
Paragraph 10(1)(d) of the Immigration and Refugee Protection Regulations states:
10. (1) Subject to paragraphs 28(b) to (d), an application under these Regulations shall
(d) be accompanied by evidence of payment of the applicable fee, if any, set out in these Regulations;
Your application for a permanent resident visa under the Federal Skilled Worker class is therefore incomplete and cannot be processed until payment is received. We are providing you with this opportunity to submit the required application fees. If you do not submit your application fees within sixty (60) days, your application will be determined to be incomplete and will be refused. No refund will be issued.
Please submit your payment directly to this office and be sure to enclose this letter with your payment.
