Program delivery update: Crew: CETA provisions for EU registered vessels and clarification for vessels on standby – February 7, 2018

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

As a result of the introduction of the Canada–European Union Comprehensive and Economic Trade Agreement (CETA), European Union registered vessels undertaking certain actions, listed in the program delivery instructions, are exempt from obtaining a Coasting Trade Licence. However, the necessity for crew to be in possession of a valid work permit has not changed.

A section has also been added to clarify the work authorization requirements for crew aboard vessels that remain in Canadian waters on standby or as a result of unforeseeable circumstances.
