Program delivery update: New instructions for temporary entry for business persons, under the Canada–Panama Free Trade Agreement

Effective immediately, new program delivery instructions provide information on the provisions contained in the Canada–Panama Free Trade Agreement (FTA) and guidance for officers who assess applications for Labour Market Impact Assessment (LMIA)-exempt work permits.
The Canada–Panama FTA contains provisions for the temporary entry and stay of Panamanian citizens who are coming to Canada for business purposes, under the following categories:
- business visitors
- professionals (people who are engaged in specialty occupations) – LMIA exemption T23
