Program delivery update: Dedicated Service Channel

The instructions have been updated to reflect the incorporation of the former International Network Employer Liaison Network (ELN) into the Domestic Network Dedicated Service Channel in July 2018. References to the ELN or Employer Liaison Network are now replaced with the Dedicated Service Channel or outreach officer, as appropriate.
